About this opportunity

Stafford County is requesting bids for portable sanitary facilities and septic tank services under IFB 26154-1, with bids due September 29, 2026 at 10:00 a.m. EST via eVA and public opening at 10:15 a.m. the same day. Addendum #1 requires bidders to submit pricing for all service categories—portable facilities, cleaning, and septic services—in a single award based on total base bid; prior respondents must resubmit under the amended round.

The scope covers routine monthly rentals, special-event rentals, emergency and same-day non-emergency portable toilet units (regular and ADA-compliant), hand washing stations, cleaning services with monthly pricing by unit type, and septic tank pump-and-haul services at seven County locations with tank capacities ranging from 1,500 to 5,000 gallons. The contractor must provide emergency 24/7 response with acknowledgment within 30 minutes and on-site arrival within two hours; same-day non-emergency requests must be acknowledged within one hour during business hours and completed by end of business day. ADA-compliant trailers include 2, 4, 6, and 8-station configurations with climate control, LED lighting, freshwater tanks (105–300 gallons), and waste tanks (325–875 gallons). The contractor must be licensed by the Virginia Department of Health for pump-and-haul services and hold disposal authority at County wastewater treatment plants.

The contract term runs January 1, 2027 through December 31, 2027, with four optional one-year renewals. Stafford County Parks & Recreation has identified four major 2027 events requiring specific unit mixes (Summer Bash, 4th of July, Fall Festival, Christmas Tree Lighting), detailed in Attachment A (Portajon Chart of Needs). Services span Parks and Recreation, Facilities, Sheriff's Office, Fire & Rescue, Utilities, and Stafford County Public Schools.

Required insurance includes Workers' Compensation ($500,000 per employee), Automobile Liability ($2,000,000 combined single limits), and Comprehensive General Liability ($1,000,000 per occurrence / $2,000,000 general aggregate). Bids remain binding for 90 days. Award goes to the lowest responsive and responsible bidder. Employees assigned to school sites must obtain certifications confirming no violent felony convictions or crimes of moral turpitude. Payment is due 30 days after invoice receipt.
