About this opportunity
The Virginia Department of Transportation (VDOT) is requesting bids on pavement marking installation and removal services for the Hampton Roads District under IFB 160942, with bids due August 3, 2026 at 5:00 PM EST and a virtual public bid opening on August 4 at 9:30 AM EST. The solicitation is set-aside for award priority to DSBSD-certified small or micro businesses; bidders not certified as small businesses must submit a Small Business Subcontracting Plan identifying portions of work to be subcontracted to DSBSD-certified firms. A mandatory in-person pre-bid conference was held July 14, 2026.
The scope covers installation, maintenance, and removal of pavement markings, pavement message markings, and flex post delineators on Interstate, Primary, and Secondary roadways across nine cities and nine counties in southeastern Virginia. The contractor must commence work within thirty days of the start-up meeting, maintain 24/7 emergency response availability, and be capable of coordinating lane closures through VDOT's Lane Closure Advisory Management System (LCAMS) and VaTraffic. All individuals performing lane closure coordination must complete required VaTraffic and LCAMS training prior to Notice to Proceed.
The contractor must hold a current Class A Virginia Contractor's License with H/H classification, employ a VDOT-Certified Pavement Marking Technician, and maintain Work Zone Traffic Control certification. Prevailing wage rates determined by the Virginia Commissioner of Labor and Industry apply. Work in designated ozone nonattainment or maintenance areas must cease on predicted code red ozone days (May through September). The Commonwealth has a goal that 42% of purchases be made from small businesses; failure to meet proposed small business utilization percentages may result in breach of contract.
The contract period extends from award through two years with up to three successive one-year renewal periods at VDOT's discretion. Price adjustments during renewal periods are limited to Consumer Price Index (All Items) changes from the most recent twelve-month period. Bid prices are firm unit prices; payment is due within thirty days of invoice and verified work completion. Addendum 2 extended the original July 27 deadline to August 3, 2026. The contract officer is Rhonda Tharrington.
