About this file

This is an addendum to Invitation for Bid (IFB) 160942 issued by the Virginia Department of Transportation (VDOT) for Pavement Marking Installation and Removal services to be performed in the Hampton Roads District. The original solicitation was dated June 29, 2026, with bids due on July 27, 2026 at 5:00 PM. A prebid conference was held on July 14, 2026. The addendum modifies two key provisions of the original bid documents and must be acknowledged by bidders prior to the bid due date and time, either through prior acknowledgement or by signed attachment with the electronic bid submission. Failure to acknowledge the addendum may result in the bid being declared non-responsive.

The addendum makes two substantive changes to the original IFB terms. First, it modifies the invoicing process to permit contractors to submit invoices via email attachment to OPSInstallMaint@vdot.virginia.gov in lieu of mailing. Second, it clarifies that the solicitation/contract will result in multiple purchase orders, with applicable eVA transaction fees assessed for each order. These modifications establish the administrative procedures for payment processing and clarify the procurement structure for the awarded contract.
