About this file

This is Addendum No. 2 to Invitation for Bid 160942 issued by the Virginia Department of Transportation for pavement marking installation and removal services to be performed for the Hampton Roads District - Regional Install/Ops. The addendum modifies critical solicitation dates and contract renewal terms. The revised solicitation closing date is 5:00 PM EST/EDT on August 3, 2026, with a virtual public bid opening scheduled for 9:30 AM EST/EDT on August 4, 2026. The original solicitation was dated June 29, 2026, and a prebid conference was held on July 14, 2026. The contract term includes an initial period followed by up to three successive one-year renewal periods at the Commonwealth's discretion, with written notice of renewal intent to be provided approximately 90 days prior to each contract period expiration.

Price adjustments during the initial renewal period are limited to changes in the Consumer Price Index for All Items (CPI-U) from the United States Bureau of Labor Statistics for the most recent twelve-month period available. Subsequent renewal periods are similarly constrained, with price changes capped at the percentage increase or decrease reflected in the CPI-U ALL ITEMS category for the latest available twelve-month period. Bidders must acknowledge receipt of this addendum prior to the bid due date and time, or the acknowledgment must be signed and uploaded with the electronic bid submission; failure to do so may result in the bid being declared non-responsive. The contract officer for this solicitation is Rhonda Tharrington.
