About this opportunity

Pinellas County Utilities is requesting qualifications for hydrogeologic consulting services with engineering support under RFQ 26-0616-CCNAC, a five-year continuing professional services contract, with proposals due August 11, 2026 at 3:00 PM Eastern Time. Award will be made to the most qualified proposer; the written question deadline is July 31, 2026 at 3:00 PM Eastern Time.

A 10 percent financial commitment to a certified Pinellas County small business enterprise subconsultant is required for each individual work assignment valued at $50,000 or greater, unless the prime firm itself is a small business enterprise. The evaluation criteria total 1,000 points, weighted across ability of firm and personnel to meet schedule and budget (425 points), firm experience with similar projects and past performance (375 points), volume of work previously awarded to the firm (50 points), minority business status (25 points), Pinellas County Small Business Enterprise status (100 points), and office location in specified counties (25 points).

The scope encompasses hydrogeologic studies, feasibility analyses, design, permitting, construction oversight, and operational testing for aquifer storage and recovery wells, aquifer recharge wells, deep disposal wells, and monitoring wells. The consultant will manage environmental evaluations, provide regulatory compliance support, and deliver expert witness testimony. All work must comply with EPA, FDEP, and Southwest Florida Water Management District guidelines. Services address groundwater resource management challenges in the North County Service Area, including reclaimed water supply fluctuations and alternative water supply development.

The estimated contract value is $5 million over the five-year term. The contract includes a potential 24-month extension subject to written agreement and County approval. Compensation methodology is flexible—lump sum for clearly defined scopes and hourly rates for indeterminate work, with rates subject to negotiation. The consultant must maintain comprehensive insurance coverage including $2 million professional liability, register with E-Verify, and provide proof of Florida professional registration and licensure. Awardee must also complete notarized human trafficking and foreign countries of concern affidavits prior to contract execution.
