About this file
This is a Preliminary Staff Report from Pinellas County Utilities (PCU) in Florida documenting a recommendation to solicit hydrogeologic consulting services through a competitive procurement process. PCU seeks to select one qualified firm for a five-year continuing services contract to provide comprehensive hydrogeological consulting and professional engineering support. The selected consultant will conduct field investigations, data collection, modeling, and reporting to support critical hydrogeological projects and studies throughout the county. The engagement addresses PCU's need to effectively manage groundwater resources, develop alternative water supplies for the North County Service Area, and evaluate solutions including small diameter supplemental supply wells, additional aquifer storage and recovery (ASR) wells, and metered reclaimed water usage. The services are essential to ensure compliance with regulatory standards, sustain long-term water resource availability, and support informed decision-making regarding the county's complex groundwater challenges.
Funding for the contract is derived from the Water and Sewer Revenue and Operating Funds with an estimated sixty-month expenditure not to exceed $5,000,000. The Project Manager and Subject Matter Expert is Dan Umberger, P.G., with oversight from Matt Wotowiec, WQ Division Director, and Jeremy Waugh, Utilities Department Director. The procurement directly supports Pinellas County's strategic objectives to protect and improve water quality and natural resources, serve as responsible stewards of public resources, and preserve and manage environmental lands and assets.

Text1: Hydrogeologic Consulting Services Contract.
Utilities will select 1 firm to be included on a 5 year continuing services contract Text2: Purchasing solicit submittal of statements of qualification from hydrogeologic consulting firm.
Text12: Pinellas County is on the west coast of Florida and is the most densely populated County in Florida. Challenges currently faced by PCU in the North County Service Area include managing excess reclaimed water (RCW) during wet periods and shortages of RCW during dry periods, and the resulting impacts of these effects on PCU and its customers. New ways of developing “Alternative Water Supplies” to supplement the County’s North County RCW System are currently being evaluated. These include small diameter supplemental supply wells, additional ASR wells, and metered RCW usage, for example.
The County requires the expertise of a hydrogeological consultant to support a range of critical hydrogeological projects and studies aimed at understanding and managing groundwater resources effectively. The selected consultant will provide essential insights through field investigations, data collection, modeling, and reporting, ensuring that the County’s water resource management complies with regulatory standards and sustains long-term availability. Ultimately, the County seeks a consultant who combines technical expertise with practical experience to address complex groundwater challenges and contribute to informed decision-making that safeguards County interests and environmental integrity.
