Qualified respondents must demonstrate successful completion of at least three similar projects in heavy industrial environments within the past five years and must not be listed on Florida's Convicted Vendor List, Suspended Vendor List, or Jacksonville's Disqualified Vendor List. Contractors performing work at JEA facilities must complete a PRA Contractor Evaluation Form including identity verification, criminal history records check covering a minimum of seven years, and Federal Court National Criminal Records check, with verification that contractors are not listed on the US Government Watch List or FBI Terrorist Watch List.
The scope involves hauling and disposal of hydrated ash byproducts generated at the Northside Generating Station, located at 4433 William Ostner Road, Jacksonville, FL 32226, at an estimated volume of 500 tons per weekday. The initial contract term is three years with JEA holding the option to renew for two additional one-year periods. Pricing is firm-fixed for year one, with Consumer Price Index adjustments annually thereafter capped at 3 percent. All-inclusive unit pricing per ton must cover labor, fuel, transportation, equipment, travel, small tools, supplies, meals, per diem, salaries, benefits, consumables, and any other costs necessary to complete the service. Respondents must provide proof of commercial general liability of $1 million each occurrence, automobile liability of $1 million each occurrence, and excess/umbrella liability of $2 million.
Evaluation criteria are weighted as follows: pricing (60 points), similar experience (15 points), trucking capacity and flexibility (15 points), safety program and Experience Modification Rating (5 points), and environmental permitting and compliance (5 points). JEA reserves the right to award one or multiple contracts based on work groupings. Responses must be submitted through JEA's E-Procurement portal via Zycus Supplier Network.
