About this opportunity

The Illinois Department of Transportation (IDOT) is seeking bids for as-needed HVAC maintenance, repair, and installation services across seven locations in District 4 Western Counties (Knox, Henderson, McDonough, Mercer, and Warren Counties) under a Small Business Set Aside, with bids due July 10, 2026 at 10:00 a.m.

This is a Small Business Set Aside solicitation — only certified small businesses are eligible to bid. Vendors must certify compliance with comprehensive Illinois state procurement requirements, including legal authorization to conduct business in Illinois, absence of criminal convictions for bribery and felonies, non-delinquency in state debt, proper collection and remittance of Illinois Use Tax, environmental compliance, prohibition on bid rigging and collusion, drug-free workplace standards (for employers with 25 or more employees on contracts exceeding $5,000), equal employment opportunity practices, IT accessibility standards, political contribution restrictions, domestic product procurement preferences, and cybersecurity clearance where required by federal agencies. These certifications extend to all subcontractors and must be renewed annually by January 1 for contracts exceeding one year. False certification or non-compliance can result in contract voidance, vendor suspension or debarment, denial of payment, civil fines, criminal penalties, and liability under the Illinois False Claims Act.

The service scope covers seven IDOT facilities: storage facilities in Aledo, Biggsville, Knoxville, and Macomb; a traffic facility in Monmouth; and Spoon River Rest Areas on Interstate 74 near Gilson. Equipment at these locations includes forced-air heating units, radiant tube heaters, boiler systems, hanging bay heaters, and standard air conditioning units. The contract is structured as an indefinite-quantity, requirements-based agreement where HVAC services will be requested and performed as operational needs arise. Pricing for labor, materials, and equipment will be determined through the bidding process. The contract term, renewal options, and detailed payment terms are contained in the supporting contract documentation.
