About this opportunity
The California High-Speed Rail Authority is soliciting Statements of Qualifications for Collaborative Design-Build Services for the Merced to Madera Civil Works Project (RFQ HSR26-16), with SOQs due November 30, 2026, subject to Board of Directors approval on June 24, 2026. The procurement carries mandatory participation goals: 25% Small Business participation (including a 3% Microbusiness goal), 10% Disadvantaged Business Enterprise, and 3% Disabled Veteran Business Enterprise.
The scope encompasses approximately 30.3 miles of new high-speed rail guideway extending from just south of Mission Avenue in Merced to the southern project interface at Construction Package 1 in Madera County. Work includes extensive embankment construction, major bridge structures, roadway reconstructions, drainage improvements, floodways, animal crossings, irrigation facilities, and coordination with interfacing contractors. The project also includes anticipated option work for State Route 152 roadway improvements and potential extension into downtown Merced, exercisable at the Authority's discretion.
Offerors must comply with the Authority's Small Business Program Plan, Community Benefits Agreement, federal on-the-job training provisions, Equal Employment Opportunity requirements, Buy America requirements, and organizational conflict of interest policies. Funding is blended state and federal, with the Authority using State funds and potentially Federal Railroad Administration funds.
The Authority will shortlist two qualified teams in December 2026 following SOQ evaluation. Shortlisted offerors will enter into a Pre-Proposal Collaboration Agreement for an approximately nine-month pre-proposal period, then submit detailed proposals in response to a subsequent RFP. The Authority anticipates selecting the proposer offering best value for award of the design-build contract. A pre-bid conference and small business workshop are anticipated in July 2026; registration information will be provided upon RFQ release. The draft RFQ is available on Cal eProcure and is subject to change pending Board approval.
