The City of Santa Cruz is requesting sealed bids for the HSIP Cycle 11 & 12 Unsignalized Crossing Improvement Project across seven pedestrian crossing locations in Santa Cruz, with bids due September 24, 2026 at 2:00 p.m. Pacific Standard Time.

This is a public works project subject to prevailing wage requirements and California Department of Industrial Relations registration and compliance monitoring. All contractors and subcontractors must hold valid California Contractor's Class A licenses and comply with "Buy America" provisions. Contractors must notify the City Inspector 24 hours in advance of construction and bear responsibility for verification and discovery of existing underground utility locations and discrepancies.

The scope spans five HSIP Cycle 11 sites (Delaware Avenue & Bethany Curve, Laurel Street & Blackburn Street, King Street & Peyton Street, Broadway & Pennsylvania Avenue, and Seabright Avenue & Logan Street) and two HSIP Cycle 12 sites (High Street & Cardiff Place and Soquel Avenue & Poplar Street). Work includes installing concrete curbs, gutters, sidewalks, curb ramps, roadway signs, 25 pedestrian-activated rectangular rapid flashing beacons with solar panels, striping, and pavement markings. All concrete must be six-sack Class "A" with monolithic pours where possible; native subbase must be compacted to 95 percent. ADA compliance with detectable warning surfaces and ramp specifications per Caltrans standards are required. Project completion is required within 50 working days.

The contract will be awarded to the lowest responsible and responsive bidder. Bid security of at least 10 percent of the total proposal amount is required in the form of certified check, cashier's check, or bidder's bond. The successful bidder must provide faithful performance and labor and material bonds each equal to 100 percent of the contract price and proof of insurance within ten calendar days of award. Progress payments are subject to 5 percent retention withholding until thirty-five calendar days after notice of completion is recorded. A 10 percent contingency is included for change orders.
