About this opportunity

The Colorado Department of Health Care Policy and Financing is requesting proposals for design, development, maintenance, and support of a web-based Hospital Portal Tool under RFP UHAA 2026000233, with proposals due September 21, 2026 at 3:00 p.m. Mountain Time and an inquiry deadline of August 18, 2026 at 11:00 a.m. Mountain Time.

The Portal Tool will serve as a secure, web-based platform for data collection, validation, reporting, and communication with Colorado hospitals and providers across six statutory hospital reporting programs: Colorado Healthcare Affordability and Sustainability Enterprise (CHASE), Upper Payment Limit (UPL), Disproportionate Share Hospital (DSH), Healthcare Affordability and Sustainability (HAS) Fee, Hospital Financial Transparency (HFT), and Hospital Community Benefit Accountability (HCBA). The contractor must deliver a Work Plan, Training Plan, Written Instructions Manual, and Final Operation Portal Tool, along with ongoing biweekly status updates, helpdesk logs, data reporting templates, and aggregated data reports. Accessibility compliance with Revised Section 508 Standards and WCAG 2.1 Level AA is mandatory, assessed via a required Voluntary Product Accessibility Template (VPAT). The contractor must maintain comprehensive insurance including general liability of $1 million minimum, cyber/network security liability of $5 million to $10 million depending on records volume, professional liability of $1 million, and crime insurance of $1 million.

The maximum contract amount is $438,212.00 per state fiscal year, totaling $2.191 billion over the five-year period (SFY 2028–2032). The startup period runs April 1, 2027 through June 30, 2027, followed by an initial one-year operational period, with the Department retaining options to extend up to five years total. The incumbent is Myers & Stauffer LC. Proposals must include firm, fixed pricing with no estimated costs accepted. Service-Disabled Veteran-Owned Small Business (SDVOSB) offerors must submit U.S. Department of Veterans Affairs certification. Evaluation considers organizational experience, personnel qualifications, reporting capabilities, quality control, training strategies, system security planning, accessibility compliance, and price. The Department anticipates Notice of Intent to Award on November 20, 2026.
