About this opportunity
The Oregon Department of Transportation is soliciting bids for the production and delivery of 16,000 cubic yards of graded medium chip aggregate (3/8" - No. 4) from Horseshoe Bar Quarry, approximately 16 miles south of Riley on US Highway 395D in Harney County, under ITB S-73000-00017723, with bids due September 29, 2026. A 5% Buy Oregon preference applies to goods fabricated or processed entirely in Oregon, with reciprocal preference adjustments applied to out-of-state bidders based on preferences offered in their home states.
The aggregate must be sourced either from a commercial supplier or crushed from ODOT-provided material at the designated quarry site and stockpiled at the location specified in Exhibit A. The quarry encompasses 40 acres total with approximately 12 acres available for equipment setup, processing, and stockpiling, plus 1 acre for new excavation. The site contains olivine basalt flow geology with rhyolite characteristics; all loosened oversize material exceeding 2.5 feet in maximum dimension must be reduced to no larger than 1 foot diameter (100 cubic yards maximum excepted). Contractors must attend a pre-work conference with project manager Ramon Alonso and submit a project schedule within 10 working days of Notice to Proceed. Blasting operations are restricted to 7:00 a.m. to 6:00 p.m. Monday through Friday; no blasting on weekends or legal holidays. Work is governed by the 2024 Oregon Standard Specifications for Construction. Environmental requirements include site-specific Erosion and Sediment Control Plans, Pollution Control Plans, stormwater control, and site rehabilitation with native seeding upon completion.
Delivery is required by June 1, 2027. The contract term begins upon receipt of all signatures and continues for approximately one year or until completion, whichever occurs sooner. Compensation is fixed unit price; all transportation, handling, and labor are included. Minimum bidder qualifications are three years of experience providing similar goods and services with three references from comparable projects completed in the last three years. Bidders must submit documentation through OregonBuys by bid opening; bids are firm for 90 calendar days. The bid opening is electronic via Microsoft Teams, with only bidder names and amounts read publicly. ODOT will post Intent to Award within five business days; protests are due within seven calendar days. The selected contractor must provide certificates of insurance (general liability minimum $1 million per occurrence / $2 million annual aggregate; auto liability $1 million combined single limit; workers' compensation $500,000 per accident), W-9, Oregon business registry documentation, Responsibility Inquiry form, and proof of pay equity training compliance within five business days of award notice.
