About this file

This Material Source Narrative is a technical memorandum from the Oregon Department of Transportation (ODOT) Mountain Unit Geology Section to the ODOT Region 4 Maintenance Operations Liaison regarding the Horseshoe Bar Reservoir Quarry material source. The project requires 16,000 cubic yards of produced 3/8" - No. 4 graded medium chip aggregate to be sourced from the ODOT-controlled, BLM-owned quarry located approximately 16 miles south of Riley, Oregon, at US Highway 395D, Mile Post 16.27. The quarry site encompasses 40 acres total, with approximately 12 acres available for equipment setup, aggregate processing, and stockpiling, plus an additional 1 acre for new excavation. The material source has been previously used for American Concrete Pavement (ACP) aggregate and associated paving products, most recently in 2021-2022. Contractors are required to conduct on-site examinations prior to bid submittal and must carefully review the development plan details contained in Sheets GE01 and GE02 of the project plans and the Special Provisions in Sections SP00235 and SP00335. Any proposed modifications to the development plan or special provisions must receive written approval from the Engineer.

The quarry is situated in olivine basalt flow geology with rhyolite characteristics and obsidian interbeds, with development planned to proceed westward into the hill at an elevation of 4,775 feet. A significant operational consideration is the presence of oversize material within the site; all loosened oversize material exceeding 2.5 feet in maximum dimension must be reduced to no larger than 1 foot diameter, with the exception of 100 cubic yards maximum. Contractors should account for potential secondary reduction equipment needs in their bids and blast plans. Laboratory testing results from samples collected in March 2022 (Lab Report No. 22-000516) confirm the material complies with specification requirements for use as 3/8" ACP fine aggregate. Additional information including operational records, drill logs, core photos, and laboratory data are available for review by appointment at the ODOT Region 4 Tech Center in Bend, Oregon, with an ODOT Geology staff representative required to be present during all document reviews to ensure consistent information dissemination throughout the bid process.

SUBJECT: Material Source Narrative Horseshoe Bar Reservoir Quarry ODOT Source #OR-13-068-5, DOGAMI #13-0039 US395D (Hwy 049), MP 16.27

Introduction This memo and attachments should be duplicated and distributed to all bidders that inquire about this prospective material source, as per Section 00120.25 of the Oregon Standard Specifications for Highway Construction, 2024 ed. The development plan can be found on Sheets GE01 and GE02 of the Plans, and the Special Provisions are in Section SP00235 and SP00335. The Contractor should review the information provided in this application package and consider variables in production and implementation to produce the required material quantities based on their knowledge of the project-specific development plan and experience with like materials. Any changes to the development plans or special provisions for the material source must receive written approval of the Engineer.

The current development plan for this source was prepared based upon the estimate of the project requiring approximately 16,000 cubic yards of produced 3/8” – No. 4 graded medium chip aggregate. The area identified in the plans as the Excavation Area contains adequate material necessary to complete the project with the above-proposed quantity.

The site area covers a total of 40 acres; however, only approximately 12 acres will be available for equipment setup, aggregate processing, and stockpiling and an additional 1 acre for new excavation area.

This prospective material source is a BLM-owned ODOT-controlled source of aggregate materials, located in the SW¼ SE¼ of Section 33, T. 25 S., R. 25 E., W.M., approximately 16 miles south of Riley, OR. To access the site, turn west onto Egli Ridge Road at MP

16.27 on US395D, then travel 2.2 miles to the source.

Material Source Narrative Horseshoe Bar Reservoir Quarry ODOT Mountain Unit - Geology

Site Geology Horseshoe Bar Reservoir Quarry is located in an olivine basalt flow according to the published Geologic Map of Oregon East of the 121st Meridian by George W. Walker (Prepared in cooperation with the Oregon Department of Geology and Mineral Industries).

However, visual observation indicates this rock may be rhyolite, and obsidian interbeds are present in the quarry floor. Based on the description associated with this area known as the stratigraphic unit Tob on the geologic map, it grades laterally into Ts, a palagonite breccia and tuff unit.

Development Concept The area identified as the Excavation Area on the development plan map should be in-place material, topped with a thin layer of overburden toward undeveloped west and some previously loosened material on the existing working face. The concept for the current development is to move west into the hill, establishing a working bench at elev. 4,775 and clean stable working faces on the north, east, and west sides. The long-term plan will be to maximize the area available for future stockpiling by reconstructing the south wall with oversize and rejects to a 1V:1.5H slope or flatter, then redistributing the stockpiled overburden on top for final reclamation.

When developing the Erosion and Sediment Control Plan, the Contractor should be aware of a drainage southeast of the pit, beyond the work area boundary. Special attention should be given to make sure all water is contained within the work area boundary, controlling all run off from flowing beyond the work area boundary into this drainage.

Past Operations This quarry has been used to produce ACP aggregate and other associated paving aggregate products for numerous Agency projects, most recently in 2021-2022. Selected laboratory aggregate quality testing results for the quarry are presented in the attachments.

One issue we have on file associated with this site is the existence of some oversize material within the site. Special consideration should be given to the preparation of the bid and the blast plan, taking into account the need to handle or reduce oversize material to a usable size. Even with a successfully executed blast, special equipment or equipment setup may be necessary for secondary reduction, or to enable the Contractor to handle the larger material if it is created or exists in the source. As addressed in the Specifications, all loosened oversize material, with the exception of 100 cubic yards (maximum dimension of 2.5 feet), is to be reduced to a size no larger than 1 foot diameter;

therefore, Contractors should bid accordingly.

General Information Additional information for this material source, including (but not limited to) operational records, laboratory data, drill logs, and core photos, are available for review from the ODOT GEEGH Section (Mountain Unit) at the ODOT Region 4 Tech Center, 63055 N Hwy. 97 Bldg. M, Bend, OR 97703. Any Contractor interested in viewing documents or information not summarized or provided herein should contact the Engineer and schedule an appointment to review the material. An ODOT Geology staff representative must be

Material Source Narrative Horseshoe Bar Reservoir Quarry ODOT Mountain Unit - Geology present when information is being reviewed to ensure that content is disseminated accurately, fairly, and consistently throughout the bid process.

As per Oregon Standard Specifications Section 00120.15, Examination of Work Site and Solicitation Documents; Consideration of Conditions to be Encountered, Contractors shall carefully examine this site and become familiar with the existing conditions and appearance of the site prior to bid submittal. Based on the on-site visits and review of all available information, the Contractor will then be able to submit a bid based upon the existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and the most accurate information available for the source. As stated in the operating specifications, any proposed development plan changes shall be submitted in writing for approval by the Engineer. Documentation contained within this Material Source Narrative Packet is for informational purposes only; it is not meant to replace those pages supplied in the Bid Packet.
