About this opportunity
The source material presents conflicting issuing bodies and dates. The most recent addendum (Addendum-1-26-00328-ACAC-10-08-2026.pdf, posted October 12, 2026) references the Pennsylvania Emergency Management Agency (PEMA) issuing a Homeland Security Exercise & Evaluation Program solicitation with proposals due November 8, 2026. However, the RFP documents reference both Allegheny County (with a March 6, 2025 due date) and SEPTA (with a November 9, 2026 due date), creating temporal and jurisdictional inconsistencies within the source material itself.
Treating the October 12, 2026 addendum as the current state: the Pennsylvania Emergency Management Agency (PEMA) is soliciting proposals for Homeland Security Exercise & Evaluation Program services with responses due November 8, 2026 at 2:00 PM EST, and a virtual pre-bid conference scheduled for October 22, 2026. The contract is not set-aside and is open to all qualified vendors.
The scope includes planning, conducting, and evaluating homeland security exercises following Homeland Security Exercise and Evaluation Program (HSEEP) guidelines; exercise design, facilitation, evaluation, and after-action reporting; and needs assessments. Personnel must hold current HSEEP certifications and demonstrate previous experience conducting exercises for state or local government entities. Contractors must provide hourly rates for lead exercise planners, evaluators, facilitators, and support staff, with estimated annual hours supplied by PEMA. Travel expenses are reimbursed separately under Commonwealth regulations and must not be included in hourly rates. General liability insurance of $1 million per occurrence and $2 million aggregate is required.
The estimated contract value ranges from $500,000 to $750,000 annually. The contract term is one year with four optional one-year renewal periods. Funding flows through federal Homeland Security Grant Program (HSGP) allocations to Pennsylvania. The anticipated award date is December 2026.
