Addendum 1 Summary

This is Addendum 1 to the Homeland Security Exercise & Evaluation Program solicitation issued by the Pennsylvania Emergency Management Agency (PEMA). The addendum addresses questions submitted by prospective bidders regarding the exercise program services contract. Key clarifications include: the contract term is one year with four one-year renewal options; the anticipated award date is December 2026; required services include planning, conducting, and evaluating homeland security exercises following HSEEP guidelines; contractors must provide exercise design, facilitation, evaluation, and after-action reporting; personnel qualifications require certified exercise practitioners with HSEEP training; and the estimated contract value ranges from $500,000 to $750,000 annually. The addendum confirms that a pre-bid conference will be held virtually on October 22, 2026, and responses are due by November 8, 2026, at 2:00 PM EST.

The pricing structure requires bidders to submit hourly rates for various exercise professional categories including lead exercise planners, evaluators, facilitators, and support staff, with estimated annual hours provided for each category. The contract is not a set-aside and is open to all qualified vendors. Funding is provided through federal Homeland Security Grant Program (HSGP) allocations to Pennsylvania. Bidders must demonstrate previous experience conducting exercises for state or local government entities and possess current HSEEP certifications. The addendum clarifies that travel expenses will be reimbursed separately in accordance with Commonwealth travel regulations and should not be included in hourly rate calculations. Insurance requirements include general liability coverage of $1 million per occurrence and $2 million aggregate.
