Proposers must demonstrate at least two years of continuous experience in affordable housing acquisition, rehabilitation, and/or construction; operations and management of affordable rental housing; and provision of services to qualifying populations for government agencies or non-profits. All projects must maintain affordability and compliance with HUD requirements for a minimum of 50 years from occupancy, with rent limitations not exceeding 30% of adjusted monthly income for units restricted to households at or below 50% AMI. Required proposal submissions include detailed project budgets, 20-year pro-forma financial projections, evidence of property ownership or control, references from similar projects, independently audited financial statements for the past two fiscal years, and a completed Proposal Submittal Checklist.
