About this opportunity

Ipswich Electric Light Department (IELD), a municipal light plant in Massachusetts, is requesting sealed bids for the High Street Green Infrastructure Project at its office building (272 High Street, Ipswich, MA) with bids due September 22, 2026 at 10:00 a.m., and a pre-bid conference and site visit scheduled for September 8, 2026 at 10:00 a.m.

The scope encompasses installation of permeable paver parking with granite curbing, porous asphalt walkways with granite steps, a rain garden with native plantings, two 55-gallon rain barrels, a 500-gallon above-ground rainwater tank with gravity-feed drip irrigation, native planting beds, a flagpole, three lamp posts with underground electrical conduit, and associated stormwater management infrastructure. Work must comply with detailed construction and maintenance specifications including ASTM standards for quality assurance, 2010 ADA Architectural Design standards, and Massachusetts Architectural Access Board regulations. The design addresses approximately 2,500 square feet of impervious building surfaces.

Minimum bidder qualifications include ten years of continuous business operation, five years of experience performing similar green infrastructure work, specific experience with rainwater harvesting and native planting systems, completion of at least two comparable projects within the past five years with references, possession of all required Massachusetts licenses and permits, and demonstrated ability to perform work with minimal subcontracting except for electrical and porous asphalt work. All employees must complete a ten-hour OSHA-approved construction safety and health course before commencing work. The project is subject to Massachusetts prevailing wage laws under M.G.L. c. 149, §§ 26–27G.

Bidders must submit a lump-sum price in a sealed bid form covering all labor, materials, equipment, mobilization, demobilization, and applicable expenses (excluding sales tax, as IELD is tax-exempt). A bid deposit of 5 percent of the lump-sum price, submitted separately in cash, certified check, cashier's check, or bid bond, is required with each bid. The successful contractor must furnish a payment bond equal to 50 percent of the total contract price within ten days of award notification. Work is expected to commence no sooner than October 1, 2026, and be completed by December 15, 2026, except for planting work scheduled between April and June 2027. The contract will be awarded to the lowest responsible and eligible bidder; IELD reserves the right to reject any and all bids and waive minor informalities under M.G.L. c. 30, § 39M.
