About this file
This is a Green Infrastructure Site Improvement Plan prepared for the Town of Ipswich Utilities Department for a project located at 272 High Street in Ipswich, Massachusetts. The plan was developed by Earthwater Design Solutions, Inc. in collaboration with ReEarth Solutions and is dated July 23, 2026. The project encompasses the design and installation of comprehensive green infrastructure improvements including an EV charging station with permeable paver parking, a 280-square-foot rain garden, two 55-gallon rain barrels, a 500-gallon rainwater tank, porous asphalt walkways with granite steps, native planting beds, and associated stormwater management systems. The design addresses stormwater runoff from approximately 2,500 square feet of impervious building surfaces through multiple interconnected green infrastructure components designed to capture, filter, and infiltrate rainwater while reducing site runoff and improving water quality.
The plan includes detailed construction and maintenance specifications for all components, including permeable pavers rated for light-duty vehicular traffic, porous asphalt walkway installation with specified aggregate base layers, rain garden soil media composition, native plant palettes organized by moisture tolerance zones, and rainwater harvesting system components with gravity-feed drip irrigation capabilities. Utility locations were determined by the Ipswich Utilities Department in June 2024, December 2025, and May 2026, with supplemental GPS data collected by Earthwater Design Solutions. The project includes comprehensive notes for installers addressing pre-construction coordination, utility verification through DIG Safe, permit acquisition, quality assurance testing in accordance with ASTM standards, and ongoing maintenance protocols including seasonal shutdown and startup procedures. The design accommodates handicap-accessible parking in compliance with 2010 ADA Architectural Design standards and Massachusetts Architectural Access Board regulations, with all work required to comply with applicable state and local regulations.

PERMEABLE PAVER - CONSTRUCTION NOTES:
1. Installer shall create a construction sequence plan
2. A pre-construction meeting shall be required to discuss:
2.1. Construction sequencing
2.2. Erosion control adjacent to the permeable pavers
2.3. Prevention of stormwater run-on until the permeable pavers are installed
3. Excavate using the smallest equipment possible and work from the sides/perimeter of the facility to avoid over-compaction of the subbase
4. Excavate a level base or slope slightly away from a building/structure
5. The condition of the soil subgrade is unknown in the location of the permeable paver parking at this time. The installer shall provide the designer with a 72 hour notice prior to excavation of the parking area. After the excavation the designer shall determine the condition of the soil subgrade in the location of the proposed permeable pavers. If soil amendments are required due to compacted or impervious soil conditions, then a proposed method will be submitted with the amendment recommendations to the client for approval
6. Scarify native soils to 3 or 4 inch depth and install geotextile fabric as noted in the detail section
7. Install base layer in 6 inch lifts. Use a vibratory roller for compaction until there is no visible movement of the aggregate. Do not crush the aggregate
8. Install aggregate base:
8.1. Base layer - No. 2 stone
8.2. Intermediate layer - No. 57 stone
8.3. Bedding layer - No. 8 stone
9. Install the permeable pavers:
9.1. The pavers are installed by hand or by machine that places a whole pallet section of pavers at one time
9.2. The pavers are compacted and then No. 8 stone spread on the pavers and swept into the openings
9.3. The pavers are compacted again so that the No. 8 stone is just below the paver structure when complete
10. No excavation of native soils to occur during wet or saturated conditions
PERMEABLE PAVER - MAINTENANCE NOTES:
General maintenance:
1. Determine maintenance schedule (annual is likely) based on final permeable paver product installed.
Refer to manufacturer's recommendations
2. Inform contractors working on the property of the locations of permeable paver area(s). A sign is recommended that identifies the surface as permeable
3. Inspect the permeable paver area after storms to ensure rainwater properly drains through the material
Typical annual maintenance:
4. Inspect the permeable paver installation after the initial storm event and seasonally to ensure there is no ponding water
5. Perform (1) surface infiltration test in accordance with ASTM 1701 Standard for every 500 S.F. of permeable paver surface
6. Clean permeable paver with high efficiency vacuum, sweeper-vacuum or walk behind vacuum to remove surface debris
7. Identify and stabilize any sediment sources adjacent to permeable paver area
8. Maintain adjacent landscaping to prevent excessive growth and debris onto permeable paver area
9. Remove excessive moss or other plant growth from permeable paver area using pressure washer, weed burner or an equivalent method. Remove any washed out sediment/debris
10. Replace/replenish the top layer of No. 8 stone between the joints with new clean No. 8 stone after sweeping, vacuuming, pressure washing or when stone is below specified height
11. Remove leaves from the permeable paver surface as needed
12. Snow removal:
12.1. Remove snow with a rubber tipped shovel/plow or keep the plow tip 1 inch above the surface by means of a skid or roller to avoid damage to permeable paver surface
12.2. Salt applications can often be reduced significantly since water drains and black ice does not form easily
12.3. Salt applications do stay on the permeable paver surface longer since it does not wash off compared to regular impervious surfaces that shed water
12.4. Do not apply sand on the permeable paver surface
Non-Routine maintenance:
13. Do not stockpile mulch, sand, soil, yard waste, snow containing sand or salt or any other material on the permeable paver area that could potentially clog the pore space between the joints
14. Protect permeable paver surface from sediment during installation of adjacent planting areas or infrastructure
15. Replace broken permeable paver as needed following manufacturers guidelines
16. Remove and replace permeable paver for utility repairs
17. Clean (rehab) clogged permeable paver using high pressure wash and vacuum to remove desired depth of aggregate. Replace aggregate to specified height
18. Do not replace vehicle fluids or wash a car/equipment over the permeable paver surface
19. Do not apply sealants or any other materials that prevent water to pass through the permeable paver surface

POROUS ASPHALT - CONSTRUCTION NOTES:
1. Contractor shall create a construction sequence plan
2. A pre-construction meeting shall be required to discuss:
2.1. Construction sequencing
2.2. Erosion control adjacent to the porous asphalt
2.3. Prevention of stormwater run-on until the porous asphalt is installed
3. No excavation of native soils to occur during wet or saturated conditions
4. Excavate using the smallest equipment possible and work from the sides/perimeter of the facility to avoid over-compaction of the subbase
5. Excavate a level base or slope slightly away from a building/structure
6. Scarify native soils to 3 or 4 inch depth and install geotextile fabric as noted in the detail section
7. Install base layer in 6 inch lifts. Use a vibratory roller for compaction until there is no visible movement of the aggregate. Do not crush the aggregate
8. Install aggregate base: 12" of 1 1/2" double washed crushed stone and compacted
9. Install choker course: 2"of 3/4" double washed crushed stone and compacted
10. Install the porous asphalt:
10.1. The porous asphalt shall be installed like conventional asphalt. The porous asphalt is placed in an asphalt machine from a dump truck at a specific temperature according to manufacturer
10.2. The porous asphalt is compacted using a 10-ton static roller
11. After installation of the porous asphalt, a minimun of (2) infiltration tests shall be conducted in accordance with ASTM 1701 standard. the results of the infiltration tests shall be provided to the designer and system owner.
POROUS ASPHALT- MAINTENANCE NOTES:
General maintenance:
1. Determine maintenance schedule (bi-annual is likely) based on final porous asphalt product installed. Refer to manufacturer's recommendations
2. Inform contractors working on the property of the locations of porous asphalt area(s). A sign is recommended that identifies the surface as permeable
3. Inspect the porous asphalt area after storms to ensure rainwater properly drains through the material
Typical annual maintenance:
4. Inspect the porous asphalt installation after the initial storm event and seasonally to ensure there is no ponding water
5. Perform (1) surface infiltration test in accordance with ASTM 1701 Standard for every 500 S.F. of porous asphalt surface
6. Clean porous asphalt with high efficiency vacuum, sweeper-vacuum or walk behind vacuum to remove surface debris
7. Identify and stabilize any sediment sources adjacent to porous asphalt area
8. Maintain adjacent landscaping to prevent excessive growth and debris onto porous asphalt area
9. Remove excessive moss or other plant growth from porous asphalt area using pressure washer, weed burner or an equivalent method. Remove any washed out sediment/debris
10. Replace/replenish the top layer of No. 8 stone between the joints with new clean No. 8 stone after sweeping, vacuuming, pressure washing or when stone is below specified height
11. Remove leaves from the porous asphalt surface as needed
12. Snow removal:
12.1. Remove snow with a rubber tipped shovel/plow or keep the plow tip 1 inch above the surface by means of a skid or roller to avoid damage to porous asphault surface
12.2. Salt is acceptable for use as a deicer on the porous asphault though non-toxic, organic deicers, applied either as a blended, magnesium chloride-based liquid products or a preteated salt, are preferable. Any deicing materials should be used in moderation
12.3. Snow storage on the porous asphault should be avoided, because it could lead to clogging due to sediment accumulation
12.4. Do not apply sand on the porous asphault surface
Non-Routine maintenance:
13. Do not stockpile mulch, sand, soil, yard waste, snow containing sand or salt or any other material on the porous asphalt area that could potentially clog the pore space between the joints
14. Protect porous asphalt surface from sediment during installation of adjacent planting areas or infrastructure
15. Replace porous asphalt for utility repairs or other purposes with like material if available. If not, patch with conventional asphalt. Patched with convetional asphalt shall not exceed 10% of the total porous asphalt area
16. Remove and replace porous asphalt for utility repairs
17. Clean (rehab) clogged porous asphalt using high pressure wash and vacuum
18. Do not replace vehicle fluids or wash a car/equipment over the porous asphalt surface
19. Do not apply sealants or any other materials that prevent water to pass through the porous asphalt surface

RAINWATER HARVESTING SYSTEM - MAINTENANCE:
Frequently and after rain events:
1. Keep roof clean of debris
2. Visually inspect downspouts and piping network
3. Inspect and remove debris/sediment from gutters and downspout filters
Perform annual maintenance to confirm:
4. Removal of any nests from rooftops and trim overhanging tree branches
5. All piping and fittings are structurally sound and in good condition.
Replace as needed before piping starts to visibly degrade
6. Access cover is secure and functioning properly
7. Vent is unobstructed, structurally sound and in good condition
8. Screen is securely in place on the overflow pipe
9. If installed, confirm the tank level gauge is functioning properly and recalibrate if needed
10. No deterioration has occurred to any part of the rainwater harvesting system
11. Replace system components as needed to ensure proper functioning
Seasonal shut-down:
12. Manually disconnect the flexi-fit downspout diverters from the rain barrel and rainwater tank to direct rainwater back down the off-seasonal drainage path
13. Drain water from rain barrel and the rainwater tank to the level of the bottom drain port to prevent freeze damage. Drain water from the rain barrel and rainwater tank using the dedicated bottom drain ports.
Connect a hose to the bottom valve on the rain barrel and rainwater tank drain ports and drain water away from the building, tank base and utilities
Seasonal start-up:
