About this opportunity

The Town of Putnam, Connecticut is requesting sealed bids for running track and D zone replacement at the Saint Marie-Greenhalgh Sports Complex under ITB 37722, with bids due August 6, 2026 at 11:00 a.m. Connecticut's state set-aside requirements mandate that 25% of the state-funded contract value be awarded to DAS-certified small businesses and 6.25% to DAS-certified minority-, women-, and/or disabled-owned businesses, with demonstrated good faith effort required.

The scope encompasses complete replacement of the existing running track and D zones, including associated drainage systems and fencing, in accordance with plans and specifications prepared by CHA. The project includes two optional add-alternates: a 10-foot high retractable ball netting system and an upgrade to sandwich system track surfacing. Bidders must submit a bid bond, cashier's check, treasurer's check, or certified check equal to 10% of the bid price, and the successful bidder must furnish performance and payment bonds each equal to 100% of the contract price from a Connecticut-qualified surety company.

The estimated construction cost is $1.6 million. The contract requires completion within 150 consecutive calendar days from Notice to Proceed, with liquidated damages of $550 per day for delays. Connecticut prevailing wage rates apply; rates are established by the Department of Labor as of June 26, 2026. Funding sources include the Connecticut Department of Economic and Community Development and the Town of Putnam, with the contract subject to termination if grant funds are cancelled or suspended.

A mandatory pre-bid meeting will be held online on July 15, 2026 at 11:00 a.m.; interested parties should contact Chuck Eaton at ceaton@chasolutions.com to request the meeting link. Electronic copies of plans, specifications, and bid forms will be available beginning July 2, 2026. The contract will be awarded to the lowest responsible and eligible bidder based on qualifications, evidence of past performance on similar projects, and bid price. Inquiries should be directed to Denise Geeza at 860-963-6800 or denise.geeza@putnamct.us.
