About this opportunity

Indianapolis Public Schools (IPS) is requesting proposals for High Bandwidth Metropolitan Area Network (MAN) Services under RFP-27-002, with proposals due November 12, 2026 at 11:00 AM Eastern. This is an e-rate funded solution.

IPS requires disclosure and compliance through mandatory contract forms. Form B requires identification of MBE, WBE, VBE, DOBE, or Local Business certifications and demonstration of good faith efforts to include certified subcontractors or suppliers. Form C requires letters of intent from minority-owned, women-owned, veteran-owned, disability-owned, and local businesses confirming certification status and scope of work. All contractors or individuals with direct or ongoing contact with IPS students must submit current expanded criminal history checks and Child Protection Index checks meeting Indiana House Enrolled Act 1462 requirements, completed within ninety days of submission; the contractor bears all costs. Form D mandates E-Verify certification for all newly hired employees. Form E requires certification that the contractor and its principals are not suspended or debarred from federal contracting. Failure to complete required disclosures, certifications, or background checks is cause for immediate termination.

The scope encompasses managed MAN services delivering high-capacity bandwidth connectivity to support IPS facilities and technology infrastructure. Vendors must demonstrate experience delivering high-bandwidth telecommunications services to educational institutions. The funding source is the E-Rate program (Schools and Libraries Universal Service Support Program), which provides federal discounts for telecommunications services to eligible schools and libraries.

Proposals must be submitted electronically through https://indigo.bonfirehub.com. Evaluation criteria include technical merit, pricing competitiveness, vendor qualifications, and ability to meet the district's bandwidth requirements and service levels. Contract term and renewal options are contingent upon vendor selection and contract negotiations following proposal evaluation. Inquiries should be directed to Nicole Kenney at cont917nk@myips.org.
