About this opportunity

The South Carolina Department of Corrections is requesting sealed bids for a 60-month hematology machine lease for Kirkland Correctional Institution, with bids due September 24, 2026 at 10:00 a.m. EST.

The scope calls for a DxH 690T Hematology Machine configured for high-throughput laboratory operations at a correctional health facility. Required capabilities include metered reagent billing, simultaneous calibration and quality control across multiple reagent lots, stat load positioning, clot detection, bi-directional communication with laboratory information systems, and automated maintenance protocols. The instrument must process up to 100 samples per hour. Included equipment comprises a touch-screen LCD monitor, laser printer, CPU, modem, two uninterruptible power supplies, linearity materials, calibrators, and controls. The vendor must provide two training slots with meals and travel, online operator manuals, and electronic maintenance logs.

The lease structure mandates inclusion of all preventive maintenance, parts, labor, shipping, and consumables under metered pricing. The vendor covers property taxes, water system installation and maintenance, yearly filter replacement, and emergency shipments (billed separately). One monthly shipment of metered reagents and supplies is included at no cost.

South Carolina resident vendors, resident contractors, and resident subcontractors may qualify for statutory preferences if requirements are met. Bidders must be registered with the State of South Carolina and hold a state vendor number. Offers must be signed, submitted in English and U.S. dollars, and include certification of compliance with debarment, ethics, drug-free workplace, and independent price determination regulations.

Questions are due September 15, 2026 at 12:00 p.m. EST via email to smith.teressa@doc.sc.gov. Award notification is anticipated October 1, 2026. No pre-bid conference is scheduled.
