About this file
This is Amendment 1 to a solicitation issued by the South Carolina Department of Corrections for the lease of a hematology machine and related services. The amendment addresses vendor questions and clarifies specifications for a DxH 690T Hematology Machine to be installed at Kirkland Correctional Institution. The facility currently performs approximately 1,400 Complete Blood Count with Differential (CBC/DIFF) tests per month. The solicitation requires sealed bids submitted by September 24, 2026 at 10:00 a.m. EST to the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, SC 29210. No pre-bid conference is scheduled. Award notification is anticipated October 1, 2026. The contract term is 60 months, with the resulting contract beginning on the date specified in the notice of award. The amendment clarifies that vendors may propose alternative analyzer models and reagent systems provided they meet all functional specifications, establishes a cost-per-test metered pricing model, confirms the 24-hour emergency service response begins upon initial contact from the laboratory, and specifies that this is an equipment lease-rental arrangement with no purchase option or ownership interest for the state.
Pricing terms require evaluation of extended line prices by line item for preference application before totaling to determine the low bidder. The amendment confirms that all items except the machine lease are subject to price adjustment limitations after the initial 12-month term based on the Consumer Price Index (CPI-U), while the machine lease itself is not subject to CPI adjustment. The vendor is responsible for property taxes, water system installation and maintenance, yearly filter replacement, and emergency shipments. One monthly shipment of metered reagents and supplies is included at no cost; additional emergency shipments are billed separately. The scope includes comprehensive preventive maintenance, all parts, labor, shipping, consumables, calibrators, controls, two uninterruptible power supplies, training slots, and technical support. The procurement officer is Teressa Smith, reachable at 803-896-4768 or smith.teressa@doc.sc.gov. South Carolina resident vendors, resident contractors, and resident subcontractors may qualify for statutory preferences if they meet applicable requirements. All offerors must be registered with the State of South Carolina and obtain a state vendor number to be eligible for award.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1] This amendment is being issued to answer vendor questions and make a change to Section III Scope of Work/Specifications, line two.
Vendor Question:
The bidding schedule lists quantities estimated over the full 60-month term. Will SCDC confirm the approximate current monthly CBC/DIFF test volume at the Kirkland Correctional Institution infirmary that those quantities were derived from?
SCDC Answer:
SCDC performs approximately 1,400 Complete Blood Count with Differential (CBC/DIFF) tests per month.
Vendor Question:
Please confirm the available power outlets (110V/15A or dedicated 20A circuits) and the bench and floor space dimensions at the designated location in the Kirkland infirmary.
SCDC Answer:
An available 110V/15A grounded circuit (standard NEMA 5‑15R outlet) is provided for operation of the hematology instrument. The instrument will also be connected to a dedicated electrical circuit to ensure stable performance and minimize electrical interference. In addition, a backup power supply (UPS) should be supplied with the instrument to prevent interruptions during power fluctuations or outages. The workstation where the instrument will be installed has dimensions of 36 inches (width) x 34 inches (depth) x 38 inches (height).
Vendor Question:
Please confirm: the estimated lead time to pre-clear field service engineers for access; whether field service engineers may carry diagnostic laptops or service tablets under an approved process; and whether the 24-hour on-site response requirement accounts for access pre-clearance delays.
SCDC Answer:
For routine or preventative maintenance scheduling, the laboratory requests a lead time of 2 to 4 weeks to coordinate schedules appropriately. The laboratory will obtain management approval for the service engineer to enter the Broad River Road Complex and Kirkland Correctional Institution for all planned service visits. In the event of unplanned or emergency service, the laboratory can secure management approval for engineer access within 24 hours to ensure timely support and minimize instrument downtime. The laboratory can obtain approval for field service engineers to bring in laptops, service tablets, and work cell phones as needed for diagnostics and repair activities. Engineers will be able to access the laboratory within 24 hours, and pre-clearance will not be required for emergency service situations.
Vendor Question:
Section III requires the ability to “bill on a metered reagent plan” and states that “one shipment of metered reagents and supplies per month will be included at no charge.” Is the intent a cost-per-reportable-result model, a cost-per-test model, or a fixed monthly volume allotment?
SCDC Answer:
We are seeking a cost-per-test model in which the facility pays a fixed amount for each test performed. This model should include all reagents, test kits, and assays required for each run, ensuring predictable costs and consistent reagent availability
Vendor Question:
How will the Total Bid Price be calculated? Specifically, will extended prices for all line items be summed into a single evaluated total?
SCDC Answer:
The extended price for each line will be evaluated for preference and then totaled with the other lines to find the low bidder.
Vendor Question:
Section II. A states that “Offers for supplies or services other than those specified will not be considered unless authorized by the Solicitation.” Section III states that “Equivalent products from any qualified manufacturer may be proposed.” Read together, do these provisions permit an offeror to propose a different analyzer model and its validated reagent system in place of the DXH 690T and Beckman Coulter reagents, provided the offered system meets all functional specifications in Section III?
SCDC Answer:
Yes, we will allow an alternative analyzer and reagent system as long as the proposed system fully meets all functional specifications outlined in Section III.
Vendor Question:
Section III requires on-site support within 24 hours of notification. Please confirm: the process by which service personnel obtain advance clearance to enter Kirkland; whether the 24-hour clock begins at notification or at cleared facility access.
SCDC Answer:
Service personnel will be granted access to the facility within 24 hours of notification. The 24‑hour response clock begins at the time of initial contact from the laboratory. The laboratory will obtain management approval for service engineers to enter the Broad River Road Complex and Kirkland Correctional Institution. Approval can also be provided for engineers to bring laptops, service tablets, and work cell phones as required. Pre‑clearance is not required for emergency service visits, and access can be arranged within 24 hours.
Vendor Question:
The Price Adjustment, Limited, After Initial Term Only clause (Section VII. B) permits price increases after the initial term, capped by CPI-U. We ask SCDC to confirm whether the 60-month period is the entire contract term or whether renewal terms are possible, and whether reagent pricing on Lines 3 through 10 is also subject to CPI adjustment of fixed for the full contract duration.
SCDC Answer:
All items except the machine lease are subject to the clause after the initial 12 month term and each subcurrent term.
Vendor Question:
Were any amendments, questions-and -answer documents, or prior bid records issued for this contract that prospective offerors should review? If so, please make them available or identify where they are posted.
SCDC Answer:
Previous solicitations can be found at SCBO Advertisement Search | scbo.sc.gov
Vendor Question:
Confirm whether or not the equipment to be leased remains the property of the contractor throughout the contract term and is to be removed by the contractor upon expiration of the 60-month contract?
SCDC Answer:
Yes
Vendor Question:
Does the SCDOC have any purchase option or ownership interest in the equipment at expiration?
SCDC Answer:
No
Vendor Question:
Is the intentions of the SCDOC to have a true equipment lease/rental or a lease-purchase arrangement?
SCDC Answer:
Equipment lease/rental
Vendor Question:
Section III and Section VII TAXES: These two sections conflict with one another regarding property taxes and who is responsible for paying them. Is it the Vendor’s responsibility or the State’s responsibility?
SCDC Answer:
Not for this particular machine
Vendor Question:
Is Standard Equipment Agreement the only lease document that is acceptable?
SCDC Answer:
Yes
Vendor Question:
If so, would the State be willing to remove all of the termination for convenience clauses in the document?
SCDC Answer:
No

Do not include any sales or use taxes in Your price that the State may be required to pay. [02-2A080-1]
PRICING (MAR 2024)
(a) Fixed Price. If a fixed price is required, award will not be made on an Offer if the total possible price to the State cannot be determined. (b) Price Reasonableness: Any offer may be rejected if the Procurement Officer determines in writing that it is unreasonable as to price. (c) Unbalanced Pricing. The State will analyze all offers with separately priced line items or subline items to determine if the prices are unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more-line items is significantly over or understated. The responsible procurement officer may reject an offer as unreasonably priced if she determines that unbalanced pricing increases performance risk (e.g., it is so unbalanced as to be tantamount to allowing an advance payment) or could result in payment of unreasonably high prices. Useful information may be available at: https://scemd.org/closings/ [02-2A120-3] DISCLOSURE OF YOUR BID / PROPOSAL and SUBMITTING CONFIDENTIAL DATA (FEB 2021)
(a) According to Section 11-35-410, any person submitting a document in response or with regard to any solicitation or other request must "comply with instructions provided in the solicitation for marking information exempt from public disclosure. Information not marked as required by the applicable instructions may be disclosed to the public." IF YOU IDENTIFY YOUR ENTIRE RESPONSE AS EXEMPT FROM PUBLIC DISCLOSURE, OR IF YOU DO NOT SUBMIT A REDACTED COPY AS REQUIRED, THE STATE MAY, IN ITS SOLE DISCRETION, DETERMINE YOUR BID OR PROPOSAL NONRESPONSIVE AND INELIGIBLE FOR AWARD. (b) By submitting a response to this solicitation or request, Offeror (1) agrees to the public disclosure of every page, or portion thereof, of every document regarding this solicitation or request that was submitted at any time prior to entering into a contract (including, but not limited to, documents contained in a response, documents submitted to clarify a response, and documents submitted during negotiations), unless the page, or portion thereof, was redacted and conspicuously marked "Trade Secret" or "Confidential" or "Protected", (2) agrees that any information not redacted and marked, as required by these bidding instructions, as a "Trade Secret" is not a trade secret as defined by the Trade Secrets Act, and (3) agrees that, notwithstanding any claims or markings otherwise, any prices, commissions, discounts, or other financial figures used to determine the award, as well as the final contract amount, are subject to public disclosure. (c) If your offer includes any information that you claim is exempt from public disclosure, you must submit one complete copy of your offer from which you have removed or concealed such information (the redacted copy). Except for the information removed or concealed, the redacted copy must be identical to your original offer. (d) Do not mark your entire response (bid, proposal, quote, etc.) as confidential, trade secret, or protected. If only portions of a page are subject to some protection, do not redact the entire page. The redacted copy must reflect the same pagination as the original and show the empty space from which information was redacted. The Procurement Officer must be able to view, search, copy and print the redacted copy without a password. If your response, or any part thereof, is improperly marked as confidential or trade secret or protected, the State may, in its sole discretion, determine it nonresponsive. (e) On the redacted copy, you must identify the basis of your claim by marking each redaction as follows: You must separately mark with the word "CONFIDENTIAL" every page, or portion thereof, that you redacted and claim as exempt from public disclosure because it is either (1) a trade secret as defined in Section 30-4-40(a)(1) of the Freedom of Information Act, or (2) privileged and confidential, as that phrase is used in Section 11-35-410. You must separately mark with the words "TRADE SECRET" every page, or portion thereof, that you redacted and claim as exempt from public disclosure as a trade secret pursuant to Section 39-8-20 of the Trade Secrets Act. You must separately mark with the word "PROTECTED" every page, or portion thereof, that you redacted and claim as exempt from public disclosure pursuant to Section 11-35- 1810. All markings must be conspicuous; use color, bold, underlining, or some other method in order to conspicuously distinguish the mark from the other text. (f) In determining whether to release documents, the State will detrimentally rely on your redaction and marking of documents, as required by these bidding instructions, as being either "Confidential" or "Trade Secret" or "Protected". By submitting a response, you agree to defend, indemnify and hold harmless the State of South Carolina, its agencies, officers and employees, from every claim, demand, loss, expense, cost, damage or injury, including attorney's fees, arising out of or resulting from withholding information by the State of South Carolina or any of its agencies, that you have redacted or marked as "Confidential" or "Trade Secret" or "Protected". PREFERENCES - A NOTICE TO VENDORS (SEP 2009)
On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. [11-35-1524(E)(4)&(6)] [02-2B111-1]

An end-product is the tangible project identified for acquisition in this solicitation, including all component parts in final form and ready for the use intended. The terms "made," "manufactured," and "grown" are defined by Section 11-35-1524(A). By signing your offer and checking the appropriate space(s) provided and identified on the bid schedule, you certify that the end-product(s) is either made, manufactured or grown in South Carolina, or other states of the United States, as applicable. Preference will be applied as required by law. Post award substitutions are prohibited. See "Substitutions Prohibited - End Product Preferences (Sep 2009)" provision. [02-2B112-1]
