About this opportunity
The State of Minnesota Administration, Office of State Procurement, is requesting proposals for autobody and mechanical repairs of heavy equipment and commercial trucks owned by state agencies and Cooperative Purchasing Venture (CPV) members on an as-needed basis, with proposals due August 28, 2026, at 4:00 p.m. Central Time through the SWIFT Supplier Portal.
Minnesota-based small businesses, including those certified as minority-owned, women-owned, substantially physically disabled-owned, veteran-owned, service-disabled veteran-owned, or located in economically disadvantaged counties, are eligible for certification under the State's Small Business Procurement Program and may earn up to 120 preference points in evaluation.
The scope spans seven service categories: heavy equipment repair, medium and heavy-duty truck repair, collision repair and refinish, transit bus repair, school bus repair, aerial cranes and lifts repair, and military tactical wheeled vehicle repair. Responders must propose specific service locations by county, submit detailed labor rates (mechanical, diagnostic, body, paint, electrical, hydraulic, welding and fabrication, upfitting and installation, inspection, and transportation/towing), and provide cost-plus or discount-off-list pricing for parts and materials across all categories. Contractors must be authorized to perform commercial vehicle mandatory inspections and hold ASE certifications or approved equivalents specific to their service categories or be OEM authorized service centers. Contractors must have been in continuous operation for a minimum of three years as the same entity. Insurance requirements include Commercial General Liability and Automobile Liability at $2,000,000 per occurrence each, statutory Workers' Compensation, and Garagekeepers Liability or Property of Others coverage at actual cash value.
The estimated annual contract value ranges from $100,000 to $500,000; this estimate is not a minimum or maximum obligation. The contract term runs from October 1, 2026, through July 31, 2028, with an option to extend an additional 36 months in increments determined by the state. Questions are due August 18, 2026. A virtual pre-proposal meeting is scheduled for August 13, 2026, at 10:00 a.m. Evaluation is weighted at 1,000 base points (acceptance of state terms 100 points, qualifications and experience 300 points, Priority Service Program participation 200 points, cost detail 400 points), plus up to 120 preference points. The state anticipates award by September 21, 2026, and reserves the right to award to one or multiple responders based on best value.
