About this opportunity

Miami-Dade County Water and Sewer Department (WASD) is requesting bids on hauling and disposal of dewatered biosolids from two wastewater treatment plants under ITB ITB0000026, with bids due July 23, 2026 and a mandatory pre-bid conference and site visit on July 8, 2026 at 1:00 PM at the Central District Wastewater Treatment Plant (CDWWTP) on Virginia Key.

The solicitation establishes up to two separate contracts divided by volume: Group 1(A) for 6–10 loads per day (approximately 150–250 wet tons daily, or 39,000–65,000 tons annually) and Group 1(B) for 4–6 loads per day (approximately 100–150 wet tons daily, or 26,000–39,000 tons annually). Both groups handle Class B and non-Class B biosolids using any County-approved disposal method, including composting, Class AA treatment, land application, or landfill disposal. Loading operates Monday through Friday and Saturdays as needed, 4:00 AM to 4:00 PM. The County guarantees a minimum annual allocation of 2,600 loads (approximately 65,000 tons): 1,800 loads minimum for Group 1(A) and 800 loads minimum for Group 1(B), though actual quantities vary with operational needs.

The initial contract term is five years with one optional five-year renewal period. Award is made to the lowest priced responsive and responsible bidder per group based on combined pricing for the initial term and Option-to-Renew period. Bidders must submit separate unit prices for the initial five-year term and optional renewal, with pricing fixed for at least twelve months followed by potential annual adjustments based on the Consumer Price Index for Water and Sewer Services. A temporary fuel surcharge may apply if diesel exceeds $5.50 per gallon for thirty consecutive days.

Bidders must hold federal USDOT and state FDEP permits and licenses, demonstrate financial and operational capacity with two references, submit detailed equipment lists and personnel rosters showing Commercial Driver's Licenses, and provide letters of guarantee from disposal site permit holders. Required insurance includes Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000 combined single limit), Pollution Liability ($1,000,000 per occurrence / $2,000,000 aggregate), and Umbrella coverage ($3,000,000 minimum). A Performance Bond equal to 100 percent of annual contract value is due within fifteen calendar days of award. The County assesses interruption-of-service fees at 50 percent of the bid price per ton for scheduled loads not picked up, with service failures triggered when materials remain on-site longer than twenty-four hours.
