About this opportunity

Harford County, Maryland Department of Procurement is requesting bids on stream restoration work for approximately 2,400 linear feet of stream channel on the Harford Community College campus in Churchville under IFB No. 27-054, with bids due September 16, 2026. Contractors must be prequalified by Harford County in categories O5 (Stream Restoration) and O7 (Restoration Landscaping) prior to bid submission, though landscaping may be subcontracted to a qualified firm.

The scope includes clearing and grubbing, excavation of 5,966 cubic yards, channel stabilization with riffle weirs and imbricated riprap (186 tons), temporary erosion and sediment control, tree and shrub installation (592 #7 container trees, 596 #3 container trees, and shrub units), seeding of wetland and upland meadow areas (4,978 and 10,773 square yards respectively), soil stabilization matting, topsoil placement, supplemental watering, and asphalt patching. In-stream work is prohibited from March 1 through May 31 annually due to Use IV-P stream classification; the contractor must complete all in-stream work before the stream closure deadline or propose a partial shutdown or work-around. Construction is anticipated to begin Fall 2026 with completion required by that stream closure deadline, with a Spring 2027 planting window available if needed. The project discharges to Deer Creek, an impaired water body, requiring weekly inspections and inspections within 24 hours of rainfall events exceeding 0.25 inches, plus turbidity monitoring under a contractor-held Notice of Intent.

Ten contractors submitted bids ranging from $1.292 million to $2.246 million. The low bidder is Kinsley Construction (York, Pennsylvania) at $1.292 million. Award will be made to the lowest responsive and responsible bidder with consideration of quality, performance, conformity, delivery time, previous performance, and vendor location. A bid deposit of five percent of total bid price, performance and payment bonds at 95% of contract price, and a maintenance bond at 10% of final contract price are required. Questions were due August 28, 2026. A pre-bid meeting was held August 20, 2026. Addendum No. 1 issued September 8, 2026 addressed 18 prospective-bidder questions and revised bid quantities for imbricated stone and topsoil placement.
