About this file

This is Addendum No. 1 to Invitation for Bids No. 27-054 for the Harford Community College Stream Restoration project, issued by the Harford County (Maryland) Procurement office on September 8, 2026. The project involves restoring approximately 2,400 linear feet of stream channel on the Harford Community College campus in Churchville, Maryland. The scope of work includes site clearing and grubbing, excavation (5,966 cubic yards), installation of riffle weirs with imbricated riprap (186 tons), temporary erosion and sediment control measures, vegetation establishment including tree and shrub plantings (592 #7 container trees, 596 #3 container trees, and shrub installations), seeding of wetland and upland meadow areas (4,978 and 10,773 square yards respectively), soil stabilization matting (9,742 square yards), topsoil placement at varying depths (264 square yards at 2 inches and 9,360 square yards at 4 inches), supplemental watering (20,136 gallons), deer protection measures, and asphalt patching (50 tons). The addendum addresses 18 questions from prospective bidders regarding bid quantities, specifications, and project scheduling. Construction is anticipated to begin in Fall 2026 with completion required by a stream closure deadline, with a Spring 2027 planting window available if needed. Notice to Proceed is expected in Fall 2026. A pre-bid meeting was held, and the contractor must prepare a Maintenance of Traffic plan for engineer approval.

The bid table was revised on September 8, 2026 to correct imbricated stone quantities for riffle weirs and to clarify topsoil placement requirements, which are not slope-dependent. Bid items are unit-priced, with contractors responsible for material tickets, measurements, and certifying inspections including erosion and sediment control and turbidity monitoring under their contractor-held Notice of Intent. The County will provide construction management and other construction phase services. All topsoil is assumed to require furnishing as no suitable salvaged topsoil is anticipated to be found on site, though contractors may coordinate with the engineer-in-charge to evaluate any on-site topsoil suitability. The contractor is required to complete all in-stream work before the stream closure deadline or propose a partial shutdown or work-around solution. The County does not anticipate waiving the stream closure restriction at this time.

INVITATION FOR BIDS

NO. 27-054

HARFORD COMMUNITY COLLEGE STREAM RESTORATION

ADDENDUM NO. 1

September 8, 2026

Ladies and Gentlemen:

The purpose of this addendum is to provide clarification(s) to all prospective bidders.

The following questions were received prior to the due date and time.

Question #1: Where would this asphalt patching need to occur? Potentially at the construction entrances?

Answer #1: Asphalt patching will be required at the SCEs and potentially on the roadways within the Community College if the truck traffic causes any damage.

Question #2: The table for the riffle weirs provides a tonnage for the amount of imbricated needed to build the sills. based on the dimensions of the sills and the size imbricated specified, the tonnages are incorrect. Can the table be updated to provide accurate quantities?

Example: RW-01 table provides a width of 20', plans also show 20'.

Based on the dimensions of the smallest imbricated rip rap: 20' L x 2' W x 2' H (detail calls for double stacked so 2 1' H rocks) = 80 CF. Min CF weight of imbricated 165 LB / CF. 80 x 165 = 13,200 LB / 2000 = 6.6 Ton.

Using the largest size from the imbricated table: 20' L x 3' W x 4' H (detail calls for double stacked so 2 2' H rocks) = 240 CF. Min CF weight of imbricated 165 LB / CF.

240 x 165 = 39,600 LB / 2000 = 19.8 Ton.

Answer #2: The quantity on the table only accounts for half the depth. The bid quantity will be updated. Please see the attached revised bid table dated September 8, 2026.

Question #3: Running the avg size imbricated totals, 12.4 Tons needed for RW-01 which is half the quantity the table is providing.

Answer #3: The quantity on the table only accounts for half the depth. The bid quantity will be updated. Please see the attached revised bid table dated September 8, 2026.

Question #4: We understand this is a unit price item, but when half the quantity is missing from the bid item, it makes pricing this accurately difficult.

Answer #4: The bid table will be updated. Please see the attached revised bid table dated September 8, 2026.

Question #5: There are 110 trees called out for removal on the project, additionally the Forest Conservation plans are calling out an area of 118,472 SF for clearing. Should contractors assume removal of all vegetation within this 118,472 SF?

Answer #5: Yes, all vegetation within the Limit of Disturbance should be removed. The area within the Limit of Planting should not be removed.

Question #6: Description says that this pay item is for furnishing and placing 4" of topsoil where finish grade is less than 4:1 (flatter than 4:1). Is this suppose to say greater than 4:1? Most of the project has grading that is greater/steeper than 4:1; most slopes are 3:1 and 2:1 on the plans. Bid quantity seems to reflect this as well.

Answer #6: Topsoil is not slope dependent and this has been adjusted in the item description. Two inches of topsoil is only proposed in the area under the matting within the riffle weir detail. The remaining projects shall receive Four inches of topsoil.

Question #7: Description says that this pay item is for furnishing and placing 2" of topsoil where finish grade is 4:1 or greater. Is this suppose to say 4:1 or less? Most of the project has grading that is greater/steeper than 4:1; most slopes are 3:1 and 2:1 on the plans, yet the bid quantity is on 264 SY.

Answer #7: Topsoil is not slope dependent and this has been adjusted in the item description. 2-inches of topsoil is only proposed in the area under the matting within the riffle weir detail. The remaining projects shall receive 4-inches of topsoil.

Question #8: Is all topsoil replacement for this project to be paid under bid items 7110 & 7120? Both of these items are for furnishing new topsoil; the special provisions for each item says to use salvaged topsoil for replacement prior to furnishing new, but there is no bid item for replacement of salvaged topsoil.

Answer #8: For ease it is assumed that all topsoil will need to be furnished and no suitable topsoil will be found on site. If suitable topsoil is found on site the contractor can coordinate with the engineer-in-charge to evaluate its suitability for placement.

Question #9: Can a detail for Typical Reach Section 4 be provided? Sheets 22 & 23 provide them for Reach 1-3, but nothing for 4.

Answer #9: A typical cross section for reach 4 is located on the riffle weir stream details. A separate Typical Reach section will not be provided.

Question #10: The Riffle Weir Dimension Table provides a CY quantity for the riffle mixes required for each structure. The quantity provided does not match what is shown on plan view and also does not match the dimensions provided in the table. Example RW-01 plan view shows 193 SF for the Riffle at 18"D (10.72 CY) and 59 SF for the Run at 9" D (1.64 CY) 12.36 CY total based on the plan view. Dimension Table for RW-01 provides the Riffle dimensions at 16.89' x 20' = 337.8 SF at 18" D (18.77 CY) and no dimensions provided for the Run, so assuming the plan view quantity of 1.64 CY. Total quantity should be 20.41 CY. Quantity actually provided in the table 5.8 CY.

Answer #10: The quantity was calculated using the total area of the stone on the plan view at 18-inches. This accounts for more depth than is required for all areas to account for any areas like the run that are not shown on the plan view. The quantity for RW-01 is a typo and should be 15.8 not 5.8. The quantity on the bid sheet is correct.

Question #11: Additionally, the length provided in the table for most of the riffle sections cannot be achieved when compared to the drawings. Examples RW-02 to RW- 06 provides a L measurement of over 16' for each of the riffle sections. Based on the plan view this would extend the riffle section of RW-03 through the pool and into the run section of RW-02 and this continues down the line.

Answer #11: The length in the table accounts for the total riffle weir and run length and matches the profiles. This will be clarified with a field change to the winning contractor.

Question #12: Can direction be provided on how contractors are to price these when nothing lines up between the plans and the details/tables? Can the structures tables be updated? The profiles are also not lining up with what the details are showing.

Answer #12: The bid sheet with the updated quantity for imbricated stone has is being provided. The length in the table accounts for the total riffle weir and run length and matches the profiles. Any additional questions will be clarified with a field change to the winning contractor.

Question #13: When trying to submit a bid, the bid table is listed twice, 1.1.2 & 1.1.3.

Should 1.1.2 be changed to the bid bond? This is how it is under the Harford Community College Stream Restoration bid that is currently posted as well.

Answer #13: The correction has been made. We will require the bid affidavit, bid table, and a bid bond at time of bid submission.

Question #14: Could you please have the Harford Community College and Taylor Creek Stream Restoration pre-bid meetings back-to-back instead of at 9 AM and 1 PM?

Most contractors attending one will most likely attend the other.

Answer #14: No. Meeting dates/times are set based on County and design staff availability.

Question #15: When can the bidder expect to be awarded the project? When would the notice to proceed realistically happen? If this is too close to the closure period to finish all in stream work; would the county allow the contractor to wait until June 2027 to start?

Answer #15: The intent is to go to Board of Estimates quickly after bid opening so that contracts and NTP can be issued as quickly as possible. We anticipate construction beginning in Fall 2026 with completion by the closure date. Please staff and price accordingly. If the stream work cannot be fully completed, a partial shutdown or work around would need to be proposed to bridge the stream closure window. We do not anticipate waiving the closure at this time. This schedule allows for a Spring 2027 planting window, if needed.

Question #16: When is the anticipated Notice to Proceed?

Answer #16: Fall 2026

Question #17: Are the costs for third party inspections (geo-tech etc...) held by the County?

Answer #17: The contractor is required to provide material tickets (measurements) and certifying inspections, including E&S and turbidity monitoring for the contractor-held NOI. The County provides construction management and other construction phase services.

Question #18: Is there an MOT plan for this project that could be made available?

Answer #18: No MOT plan is provided for this project. The contractor should prepare an MOT plan for approval by the engineer-in-charge.
