About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of Bridging Neighborhoods (HHFS) is requesting quotes for ground maintenance services—landscaping, snow removal, and tree removal for approximately seven vacant residential properties throughout Detroit—under RFQ 551693, with quotes due October 7, 2026. This opportunity is restricted to vendors approved on the Detroit Supply Schedule #1 Ground Maintenance list only, a restrictive eligibility gate.
The scope covers lawn cutting, snow removal and de-icing, tree trimming and removal, lawn clearing with debris removal, tire disposal, grass seeding, and hydroseeding for vacant homes that have been renovated or are pending demolition or renovation. Respondents must demonstrate five years of ground maintenance experience, possession of all necessary equipment and vehicles, valid driver's licenses for all vehicle-operating employees, and at least three years of employee experience in relevant work areas. Work response times include 24-hour acknowledgment of work orders; completion within five business days for lawn cutting and tree work; 48 hours for snow removal; and within five business days of site inspection for tree services. All work must be accompanied by before and after photographs within two business days of completion.
The contract term is two years with potential renewal subject to Detroit City Council approval. The City anticipates one or multiple awards based on low total net bid. A 5% bid bond and payment and performance bonds of 25 to 100 percent of contract value are required. Insurance requirements include Worker's Compensation with statutory Michigan limits; Commercial General Liability with $1 million per occurrence and $2 million aggregate minimum; and Automobile Liability with $1 million combined single limit.
Questions are due September 30, 2026 at 4:00 p.m. through the Supplier Portal. A pre-bid meeting is scheduled for September 29, 2026 at 1:00 p.m. via Microsoft Teams (Meeting ID: 210 803 428 731 992; Passcode: zF3NU67z). Quotes must be submitted through Bonfire by October 7, 2026 at 3:00 p.m. EST. Vendors must register in the City of Detroit Vendor Portal to invoice and receive payments. Successful respondents must complete notarized affidavits, obtain Treasury Clearance and SAM registration, provide three years of financial statements, and submit Certificate of Insurance compliant with the sample contract terms prior to City Council approval.
