About this file
This document is a respondent proposal introduction and solution approach attachment for the City of Detroit Office of Contracting and Procurement on behalf of Bridging Neighborhoods (HHFS) Ground Maintenance Services contract opportunity in Michigan. The RFQ requests quotes from qualified respondents to provide landscaping, snow removal, and tree removal services for vacant homes that have been renovated through the Bridging Neighborhoods division or homes pending demolition or renovation. This opportunity is exclusively available to vendors already approved on the Detroit Supply Schedule #1 Ground Maintenance. The contract term is two years, with services to be rendered on an as-needed basis for properties managed by the City of Detroit Department of Human, Homeless, and Family Services.
The attachment functions as a template or framework for respondents to present their proposed approach and qualifications for delivering the specified ground maintenance services. As an attachment specifically labeled "Respondent Proposal Introduction and Solution Approach," it establishes the format and expectations for how vendors should structure their submissions, including their understanding of project scope, proposed methodology, staffing plans, equipment capabilities, and experience relevant to maintaining vacant residential properties across Detroit. This attachment ensures consistent evaluation criteria across all submitted proposals and allows the City to assess vendor readiness to meet the specialized needs of the Bridging Neighborhoods program.
