About this opportunity

The West Virginia Department of Tourism is requesting quotations for historic masonry restoration at the Grave Creek Mound Archaeological Complex in Moundsville, Kanawha County, with bids due October 19, 2026 at 2:00 PM and a mandatory pre-bid meeting on October 14 at 12:00 PM.

The scope requires restoration of deteriorated masonry at the historic steps and adjacent masonry features while preserving historic integrity and protecting sensitive archaeological resources. The vendor must provide all labor, materials, equipment, supervision, permits, insurance, transportation, and incidentals including mortar analysis, mock-ups, repointing, repair or approved replacement of damaged masonry, preservation-appropriate cleaning, site protection, and final cleanup. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties. The contract is firm-fixed-price, lump-sum with a single line item; the vendor's bid must include all costs with no additional compensation except written change orders. Work must be completed by November 30, 2026.

Mandatory qualifications are a valid West Virginia contractor license; five years of experience performing historic masonry work; completion of at least three comparable historic preservation projects within the past five years; Commercial General Liability insurance of $1,000,000 per occurrence with the State named as additional insured; Automobile Liability of $1,000,000 combined single limit; and Workers' Compensation as required by law. The contract will be awarded to the lowest qualified responsible bidder whose bid conforms to all solicitation requirements.

The West Virginia Addendum to Vendor's Standard Contractual Forms applies and supersedes conflicting vendor terms. Payment is in arrears upon receipt of proper invoices and via electronic funds transfer or P-Card. The State retains the right to terminate for convenience with thirty days' written notice. The contract is subject to funding appropriations by the West Virginia Legislature.
