About this opportunity
The Connecticut State Colleges and Universities System Office is requesting proposals for technical assistance services supporting the Excellence in Teacher Residency Project, with proposals due August 24, 2026 at 2:00 p.m. EDT. All vendors are eligible; no set-asides or restrictions apply.
The scope spans two strands within Phase 1 (2026–2027): sustainability and fiscal modeling, and residency expertise and development. Proposers may bid on the full scope or elect specific service categories from eight domains: partnership design and governance, residency program design, financial sustainability and candidate affordability, resident recruitment and selection, mentor teacher development, training site selection, graduate hiring and retention, and system-level advisory support. Delivery occurs primarily through the project's improvement structure, including a minimum of four annual in-person workshops and monthly virtual convenings, with flexibility to adapt intensity and modality to campus contexts. Key deliverables include a work plan within 30 days of award, campus-facing technical sessions and tools, fiscal sustainability models and pilot funding shift designs for each campus, contributions to network convenings, quarterly written progress summaries, and a year-end summary.
Proposers must submit detailed budgets with clear pricing structures (fixed fees by domain, day rates, or deliverable-based pricing), staffing plans identifying key personnel, relevant organizational experience and references, and completed compliance forms. The awardee must carry commercial general liability insurance of $1 million combined single limit per occurrence and worker's compensation coverage meeting Connecticut statutory requirements. Contracts are subject to Connecticut General Statutes, FERPA, the Gramm-Leach-Bliley Act, and Connecticut's Freedom of Information Act. Payment terms are Net 45 Days. No pre-proposal site visit or bidder's conference is scheduled. The contract term and award date are to be determined during negotiation. The primary contact is Cynthia Shea-Luzik, CSCU System Office, 61 Woodland Street, Hartford, Connecticut 06105; 860-723-0610 or cynthia.shealuzik@ct.edu.
