About this file
This is a Request for Proposal (RFP) solicitation document issued by the Connecticut State Colleges and Universities (CSCU) System Office for technical assistance services supporting the Excellence in Teacher Residency Project. The RFP seeks qualified firms to provide technical assistance in two primary strands: sustainability and fiscal modeling, and residency expertise and development, both within Phase 1 of the initiative. Proposers may bid on the full scope or elect specific service categories from eight domains: partnership design and governance, residency program design, financial sustainability and candidate affordability, resident recruitment and selection, mentor teacher development, training site selection, graduate hiring and retention, and system-level advisory support. The proposal submission period opened August 17, 2026 at 4:00 p.m. EDT and closes August 24, 2026 at 2:00 p.m. EDT. No pre-proposal site visit or bidder's conference has been scheduled. The contract term and award date are to be determined during negotiation. Service delivery is structured around the project's improvement framework, including a minimum of four annual in-person workshops and monthly virtual convenings, with flexibility to adjust intensity and modality based on individual campus contexts.
Proposers must submit detailed budgets with clear pricing structures utilizing fixed fees by domain, day rates, or deliverable-based pricing, along with comprehensive staffing plans identifying key personnel, relevant organizational experience, and references. All vendors are eligible to respond with no set-asides or restrictions applied. The awardee must maintain commercial general liability insurance of $1 million combined single limit per occurrence and worker's compensation coverage meeting Connecticut statutory requirements. Key deliverables include a work plan submitted within 30 days of award, campus-facing technical sessions and tools, fiscal sustainability models and pilot funding shift designs for each participating campus, contributions to network convenings, quarterly written progress summaries, and a year-end summary. Payment terms are Net 45 Days. The primary contact for inquiries is Cynthia Shea-Luzik, CSCU System Office, at 860-723-0610 or cynthia.shealuzik@ct.edu.
