About this file

This is a Request for Proposal (RFP) issued by the Connecticut State Colleges and Universities (CSCU) System Office for technical assistance services supporting the Excellence in Teacher Residency Project. The CSCU System Office seeks qualified firms to provide technical assistance in two primary strands: sustainability and fiscal modeling, and residency expertise and development within Phase 1 of the initiative. Proposers may bid on the full scope or select specific service categories from eight domains: partnership design and governance, residency program design, financial sustainability and candidate affordability, resident recruitment and selection, mentor teacher development, training site selection, graduate hiring and retention, and system-level advisory support. The RFP opened August 17, 2026, at 4:00 p.m. EDT and closes August 24, 2026, at 2:00 p.m. EDT. No pre-proposal site visit or bidder's conference is scheduled. The contract term and award date are to be determined during negotiation. Delivery occurs primarily through the project's improvement structure, including a minimum of four annual in-person workshops and monthly virtual convenings, with flexibility to adapt to individual campus contexts.

Proposers must submit detailed budgets with clear pricing structures using fixed fees by domain, day rates, or deliverable-based pricing, along with staffing plans identifying key personnel and relevant organizational experience. All vendors are eligible to respond with no set-asides or restrictions applied. Payment terms are Net 45 Days. The awardee must carry commercial general liability insurance of $1 million combined single limit per occurrence and worker's compensation coverage meeting Connecticut statutory requirements. Key deliverables include a work plan within 30 days of award, campus-facing technical sessions and tools, fiscal sustainability models and pilot funding shift designs for each campus, contributions to network convenings, and quarterly written progress summaries. The primary contact is Cynthia Shea-Luzik at CSCU System Office, 61 Woodland Street, Hartford, Connecticut 06105; 860-723-0610 or cynthia.shealuzik@ct.edu.
