About this opportunity

Multnomah County is requesting proposals for grant development and strategic consulting services under RIP-207-2026, with proposals due July 17, 2026 at 4:00 PM PDT and a pre-proposal conference on June 22, 2026 at 10:00 AM via Google Meet.

The County seeks qualified individuals, firms, or teams to provide grant writing, strategic planning, and funder intelligence services across six primary service areas: Health Services, Social Services, Homeless Services, Justice Services, Library Services, and Community Services. Selected consultants will function as integrated strategic partners embedded within County departments, identifying funding opportunities, developing competitive applications, and providing guidance on program design alignment with funder priorities. Work will be assigned on an as-needed basis through task orders, with peak demand typically January through May. No minimum work or funding is guaranteed.

The contract term is five years, with the possibility of awarding one or more contracts. Total contract value does not exceed $150,000 over the five-year period. Pricing is negotiated based on proposer-provided rate schedules, which may include hourly rates, project-based fees, retainers, or hybrid models. Payment terms are Net 30 with 0 percent financing.

Multnomah County strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations. Local purchasing preference for Oregon-manufactured or produced goods and services applies when price, fitness, availability, and quality are otherwise identical.

Evaluation criteria are weighted 75 percent for programmatic qualifications (grant development history, success rates, strategic consulting approach, technology and AI use, rate schedules, and sample work) and 25 percent for responsible business practices (environmental sustainability, diversity, equity and inclusion policies, and community partnerships). Contractors must maintain Workers' Compensation insurance under Oregon Revised Statutes Chapter 656, Commercial General Liability with combined single limits of not less than $1,000,000 per occurrence and $2,000,000 annual aggregate, Professional Liability Insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 annual aggregate, and Commercial Automobile Liability coverage with combined single limits of not less than $1,000,000 per occurrence. All coverage must be provided by insurers authorized in Oregon and rated A- or better by Best's Insurance Rating. Multnomah County must be listed as an Additional Insured on General Liability policies on a primary and non-contributory basis. Tail coverage of 24 months following contract completion is required if liability coverages are written on a claims-made basis. Proposals must be submitted electronically through Multco Marketplace.
