About this file
This is a Request for Intermediate Proposals (RIP-207-2026) issued by Multnomah County for grant development and strategic consultation services. The County seeks qualified individuals, firms, or teams to provide high-level grant writing, strategic planning, and funder intelligence services across its six primary service areas: Health Services, Social Services, Homeless Services, Justice Services, Library Services, and Community Services. The solicitation emphasizes that selected consultants will function as integrated strategic partners rather than external writers, collaborating with County departments to identify funding opportunities, develop competitive applications, and provide candid guidance on program design and alignment with funder priorities. Work will be assigned on an as-needed basis through task orders, with peak demand typically occurring January through May. The pre-proposal conference is scheduled for June 22, 2026, from 10:00 AM to 11:00 AM via Google Meet. Proposals are due by 4:00 PM PDT on July 17, 2026, and must remain sealed until that deadline. The contract term is five years, with the possibility of awarding one or more contracts. Multnomah County strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations.
Pricing for services will be negotiated based on a proposer-provided rate schedule, which may include hourly rates, project-based fees, retainers, or hybrid models. The total contract value will not exceed $150,000 over the five-year period, and the County does not guarantee any minimum amount of work or funding, emphasizing that proposers must be creative and efficient given current budget constraints. There are no identified incumbents or set-asides mentioned in the solicitation. Evaluation criteria are weighted 75 percent for programmatic qualifications (including grant development history, success rates, strategic consulting approach, technology/AI use, rate schedules, and sample work) and 25 percent for responsible business practices (including environmental sustainability, diversity, equity and inclusion (DEI) policies, and community partnerships). Proposers must meet insurance requirements as outlined in Exhibit 2 of the Multnomah County Services Contract and comply with all representations and certifications regarding debarment, conflict of interest, and residency status. Payment terms are Net 30 with 0 percent financing.

SERVICE DESCRIPTION
Where Bold Ideas Meet Real Impact
Multnomah County, in the heart of the Portland metropolitan area, delivers vital services that shape lives: from health clinics and behavioral support to homelessness solutions, justice programs, libraries, public works, and more. In a world of tight budgets and urgent needs, we’re not just chasing grants—we’re crafting compelling stories of innovation, equity, and long-term resilience that win funding and change communities.
You will work side-by-side with County departments to identify, evaluate, and pursue the strongest funding opportunities, translating program goals into competitive, funder-aligned proposals that advance equity, sustainability, and community well-being.
This is not transactional writing. Selected consultants will become extensions of the County’s strategic teams, providing candid guidance on which opportunities best match County priorities and where adjustments in scope, approach, or framing could significantly improve chances of award.
PURPOSE AND OVERVIEW
The County is seeking qualified individuals, firms, or teams to provide high-level grant development and strategic consultation services. Respondents must demonstrate deep expertise in crafting competitive applications and the ability to advise departments on strategic alignment: assessing fit between County needs and funder priorities, recommending optimal service models or interventions (for example, shifting from new housing construction to rehabilitation and supportive services when better suited to a specific opportunity), and helping leadership make informed go/no-go decisions.
Work will focus on the full spectrum of County services, with particular emphasis on advancing social justice, health equity, public safety, sustainability, and innovation.
Why This Partnership Matters
County staff bring unparalleled program knowledge. You will bring grant strategy expertise, funder intelligence, and an outside perspective that strengthens proposals and maximizes limited resources. Peak demand is typically January through May, with more selective work the rest of the year.
All work must align with Multnomah County’s values and policies, including racial equity, environmental justice, climate action, and the triple bottom line (economic, environmental, and social).
Multnomah County provides services in six (6) general program areas:
• Health Services (including health clinics, public health, behavioral health and regulatory health)
Description https://meet.google.com/ezw-dgyr-wwz?authuser=0
• Social Services (including safety-net/anti-poverty services for seniors, juveniles, families, and other populations with special needs)
• Homeless Services (including shelter/housing access and supports for homeless individuals and households)
• Justice Services (including juvenile and adult correctional facilities, prevention services, community corrections and law enforcement)
• Library Services
• Community Services (including public works, transportation, animal welfare and elections)
• Administrative Support Services
INTRODUCTION AND PROGRAM HISTORY
Multnomah County delivers a wide range of essential services to our communities, supported by a diverse mix of local, federal, state, and foundation funding. Our departments bring deep, on-the-ground expertise in program implementation and service delivery. However, successfully competing for the full range of grant opportunities requires specialized skills in strategic planning, grant research, proposal development, and relationship-building with funders — expertise we do not maintain in-house across every service area.
To meet this need, Multnomah County is seeking experienced grant professionals to partner with our departments. Selected consultants will help us identify promising funding opportunities and develop compelling, competitive grant applications for both government and private foundation funders. We value partners who bring end-to-end expertise in the grant development process, from concept and planning through writing, budgeting, and submission. We are especially interested in respondents who have proven experience in one or more of Multnomah County’s primary service areas.
GOALS, VALUES AND OTHER IMPORTANT CONSIDERATIONS
Multnomah County is looking for partners who share our commitment to delivering services that truly improve people’s lives. We want proposers with proven experience advancing work that reflects the core values that guide everything we do:
• Accountability – Taking responsibility for delivering the services we say we will, and being transparent and communicative in what we do and how we do it.
• Social and Environmental Justice – Remedying inequitable and unsustainable systems that harm and oppress communities.
• Inclusively Leading with Race – Centering race, a leading indicator of inequalities and disparities, in our intersectional approach to breaking down systemic barriers created by all forms of oppression within our workplace and in our community.
• Equity and Inclusion – Developing and using policies and practices that promote access, equity, fairness, and belonging for all.
• Safety and Well-being – Creating an environment of psychological, physical, and emotional safety that improves quality of life.
We are especially interested in individuals/teams that not only understand these values but have successfully put them into practice in their grant work and project delivery.
FUNDING
Multnomah County is seeking grant development partners to provide preparatory, facilitative, and collaborative services on an as-needed basis. Work will be assigned as funding opportunities arise, so the actual volume and value of services will vary depending on the number and complexity of projects the County chooses to pursue.
Several factors will influence the amount of work available:
• The County’s internal staffing capacity to support each project
• The complexity and timing of specific grant opportunities
• Other project-specific needs that emerge during scoping
Important Budget Context: This is a time of limited funding across the County. We expect proposers to be creative and efficient — finding smart ways to deliver high-quality work while respecting our budget constraints. By rule, the total value of services under any contract resulting from this solicitation will not exceed $150,000 over the five-year period. Please note that the County does not guarantee any minimum amount of work or funding.
SCOPE OF WORK
The selected consultant(s) will function as trusted strategic partners to Multnomah County departments. Rather than operating as external writers, consultants will collaborate closely with program staff, leadership, and community partners to strengthen funding strategies and develop competitive applications. Work will be assigned on an as-needed basis through task orders or work authorizations, with emphasis on high-impact opportunities that align with County priorities in health, behavioral health, homelessness, social services, justice, libraries, and community infrastructure.
Consultants may be engaged for any or all of the following activities:
• Strategic Consultation and Opportunity Assessment: Provide expert analysis of potential funding opportunities.
• Planning and Facilitation: Lead or co-facilitate grant planning and strategy sessions.
• Research and Evidence-Based Design: Conduct targeted research on community needs.
• Proposal Development and Writing: Draft, edit, and refine full grant applications...
• Program Design Components: Develop comprehensive evaluation plans, logic models.
• Customization and Submission: Adapt proposals to the unique requirements.
• Funder Landscape Monitoring: Provide proactive intelligence on emerging funding opportunities.
• Post-Award Support and Transition: Deliver debriefs on awarded and non-awarded applications.
• Partnership and Consortium Development: Assist in identifying, vetting, and structuring collaborative partnerships.
• Capacity Building and Knowledge Transfer: Deliver targeted training, workshops, or coaching.
• Additional Strategic Support: Perform other related consultation services as mutually agreed upon.
All work must be completed with a high degree of professionalism, transparency, and responsiveness, often under tight deadlines.
FISCAL REQUIREMENTS AND REPORTING
Fiscal reporting will be tailored to the specific needs and scope of each grant assignment.
Reporting requirements will typically include:
• Weekly time tracking, broken down by major activity...
• Detailed invoices that align with the approved project scope and budget.
• Periodic summaries of progress, deliverables completed, and any challenges encountered.
PERFORMANCE CONTRACTING
For each grant assignment, we will set clear, mutually agreed performance measures.
CONTRACT NEGOTIATION
Multnomah County will begin contract negotiations with the highest-scoring responsive and responsible proposer.
CONTRACT AWARD
This RIP may result in the award of one or more contracts. Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations.
CONTRACT TERM
The initial contract term will be five years.
INSURANCE REQUIREMENTS
The selected proposer will be required to meet the insurance coverage levels outlined in Exhibit 2 of the Multnomah County Services Contract.
MINIMUM REQUIREMENTS
At the time of proposal submission, Proposers must meet the following minimum requirements:
• The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local Portland time on the proposal submission deadline.
• Proposer Representations and Certifications
At the time of Contracting, Proposers must meet the following minimum requirements. Failure to provide any of the required documents or meet any of the above requirements shall result in a determination of non-responsiveness and may result in award to the next highest proposer.
