About this opportunity

The City of Chester, South Carolina is requesting sealed proposals for inspection, evaluation, and rehabilitation of pavilions and shelters at George B. Guy Park and Jackson James Park under RFP 2026-004, with proposals due September 4, 2026 at 4:00 p.m. A mandatory site visit is required before proposal submission and must be scheduled with Reggie McBeth, Development Services Director, at (803) 581-9679 or rmcbeth@chester.sc.gov; failure to complete the site visit may result in proposal rejection.

The scope requires the contractor to inspect each pavilion and shelter, evaluate structural integrity and overall condition, identify deficiencies, recommend repairs or improvements, provide an itemized cost proposal and project schedule, and complete all approved work in accordance with applicable laws, codes, and industry standards. The contractor must furnish all labor, materials, equipment, supervision, permits, and incidentals necessary.

Proposals will be evaluated on a 100-point scale: Qualifications & Experience (25 points), Restoration Plan (25 points), Project Approach (20 points), Cost Proposal (20 points), and References (10 points). The City will award based on best overall value and is not obligated to award to the lowest-priced proposer. The City reserves the right to reject any or all proposals, waive informalities, request additional information, negotiate scope and pricing, award all or part of the project, or cancel the RFP.

Proposal requirements include company information, contractor and business licenses, insurance documentation, three references for similar projects, a written restoration plan, itemized pricing, and an estimated project schedule. The selected contractor must provide Commercial General Liability, Workers' Compensation, and Automobile Liability insurance. Written questions are due August 28, 2026 at 5:00 p.m., directed to Marquita Fair, City Administrator, at mfair@chester.sc.gov or (803) 581-9661. Proposals must be submitted in sealed envelopes to Yulanda Littlejohn, Executive Assistant, at 120 Church Street, Chester, SC 29706.
