The project is a new outpatient clinic with approximately 35 exam rooms and 15 urgent care rooms, along with imaging, pharmacy, and laboratory services, located at the intersection of Eastlake Boulevard and Kenazo Avenue on the east side of El Paso, Texas. The facility design models UMC's existing East and West clinic sites for operational consistency.
Evaluation criteria are weighted as follows: firm qualifications and relevant project experience (20%), project team, staffing plan, and key personnel (25%), technical approach including site logistics and project execution strategy (15%), proposed schedule and delivery plan (10%), and approach to develop a concept budget with assumptions (30%). A 5% bid bond or certified check is required with submission. The selected CMAR must carry Commercial General Liability of not less than $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability of $2,000,000 per claim and $4,000,000 aggregate, and provide a 100% Payment and Performance Bond. Prevailing wage rates established by the UMC Board of Managers apply to all workers, with certified payroll reporting required. Liquidated damages of $500.00 per day apply for unexcused delays beyond Substantial Completion. The project is funded through the UMC 2025 General Obligation Bond Implementation Program. A virtual public opening is scheduled for June 19, 2026, at 3:00 p.m. Mountain Time via Microsoft Teams. Presentations or interviews may be conducted on July 9, 2026.
