About this file

This is a Site Constraints exhibit document associated with a Construction Manager at Risk (CMaR) Request for Proposals issued by El Paso County Hospital District, operating as University Medical Center of El Paso, for the Horizon Health Center project located in El Paso, Texas. The Horizon Health Center is an outpatient clinic project designed to include approximately 35 exam rooms and 15 urgent care rooms, along with imaging, pharmacy, and laboratory services. The facility will be modeled after University Medical Center's existing East and West clinic sites to ensure consistency in patient experience, operational flow, and service delivery. The project site is positioned at the intersection of Eastlake Boulevard and Kenazo Avenue on the east side of El Paso. The selected Construction Manager at Risk will provide preconstruction services including cost estimating, constructability review, phasing analysis, procurement planning, and development of a Guaranteed Maximum Price. The solicitation is designed to engage the Construction Manager at Risk early in the design phase to support development and pricing; however, the Owner makes no commitment to award construction phase services through this RFP.

The project is funded through University Medical Center's bond-funded capital program. This exhibit document specifically addresses site constraints relevant to the Horizon Health Center project, providing critical information necessary for bidders to understand physical, environmental, and operational limitations that may impact construction planning and cost estimation during the preconstruction phase.

EXHIBIT E

HORIZON HEALTH CENTER: PRELIMINARY SITE CONSTRAINTS (FOR PROPOSAL PURPOSES)

The project site is non-occupied; thus, no occupied renovation constraints currently are identified, however, access, circulation, and parking interface must still be coordinated. Owner has not developed a final site logistics plan or phasing plan as of the date of this RFP. The selected CMAR will be expected to collaborate with Owner and the design team during preconstruction to develop and refine site logistics, access planning, interim life safety measures (if required), staging, and phasing.

Image provided for preliminary logistics and phasing context only. Proposers shall rely on the Owner issued information for detailed scope interpretation and proposal assumptions.

Proposers shall base their proposals on the following preliminary assumptions, unless otherwise noted in their proposal:

Access routes for workers, deliveries, debris removal, and staging may be limited and will require coordination with Owner.

Proposer shall identify assumptions used for staging, access, temporary protections, temporary utilities, shutdowns, and phasing in its proposal.

Final site logistics and phasing requirements will be developed post award in coordination with Owner and the design team.
