About this opportunity
The Alabama Department of Transportation (ALDOT) is requesting bids on HVAC maintenance and eTeletrol building control services under ITB G09-600889, with bids due August 18, 2026, and attendance at a mandatory pre-bid meeting and site visit on August 5, 2026 at 9:00 a.m. at ALDOT Central Office in Montgomery. Vendors who do not attend the pre-bid conference and sign in will have their bids automatically rejected.
The scope covers comprehensive maintenance, service, repair, and parts supply for HVAC systems, Lumisys lighting controls, and Teletrol eBuilding control systems across eleven facilities at the ALDOT Central Office Complex in Montgomery and two additional area offices in Alexander City and Birmingham (Teletrol controls only at the latter two locations). Minor repairs such as part replacement, thermostat repair, drain clearing, ductwork repair, belt replacement, and small refrigerant leak repair are in scope; major installations, system replacements, and renovations exceeding $15,000 are excluded. The bidder must maintain a full-time Montgomery office with 24-hour answering service and remote monitoring, field personnel with a minimum five years' experience within a twenty-five-mile radius, a two-hour response time for service calls, and 24-hour repair completion. Required certifications include Alabama State Board of Heating, Air Conditioning and Refrigeration Contractors licensing, City of Montgomery license, and factory training on Teletrol eBuilding and American Auto-Matrix systems. The bidder must provide minimum liability coverage of $1 million per occurrence and $2 million aggregate, with ALDOT named as certificate holder, and post a $25,000 performance bond redeemable within Alabama. Preventive maintenance must meet or exceed manufacturer standards with minimum sixty man-hours per week, including two indoor air quality tests at no cost, water treatment protocols with monthly reporting, and annual chiller oil analysis.
The contract has an initial 12-month term with four optional one-year extensions, all requiring written approval 30 days prior to expiration. Monthly payments equal one-twelfth of the bid amount, paid 30 days in arrears. Award will be made on an "all or none" basis to the lowest responsible bidder. Questions are due August 11, 2026 at 5:00 p.m. Central Time.
