About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are requesting bids for statewide oil distributors under IFB FY27, with bids due October 12, 2026 at 2:00 p.m. Central Time. M/WBE participation is encouraged through subcontractors and suppliers. No set-aside or preference program restricts eligibility.

The scope covers two base models — single-axle 2,000-gallon and tandem-axle 3,000-gallon asphalt distributors — plus fourteen optional line items including rain covers, front load lines, LED lighting systems, heated asphalt pumps, and spray bar configurations. All units must be current production, new, and comply with Missouri road and bridge laws. Single-axle distributors require a minimum 300 horsepower engine with 860 foot-pounds torque, Allison automatic transmission with Fuller AT1202 auxiliary drop box, Type 304 stainless steel tank with full insulation, and dual high-pressure fuel oil burners at approximately 428,660 BTU per hour capacity each. Tandem-axle units require a minimum 370 horsepower engine with 1,250 foot-pounds torque. Both models must deliver even spray at application rates between 0.05 and 0.6 gallons per square yard with spray bars up to 16 feet and spray rates of 100–720 feet per minute. Single-axle warranty is seven years and 150,000 miles for engine and aftertreatment, five years and 150,000 miles for cab and chassis, plus one-year full coverage on hydraulic, electrical, heating, tank, and spray bar components. Tandem-axle warranty mirrors this structure.

No specific quantities are estimated; MoDOT reserves the right to adjust quantities as needed. Delivery FOB destination, freight prepaid, extends to ten specified MoDOT locations across Missouri. Evaluation weights base and options cost at 50 points, warranty coverage and unit features at 20 points, with additional criteria unspecified. The contract runs three years with up to two one-year renewal options from the executed award date. Liquidated damages apply at $50.00 per day per item for late delivery. Bidders must submit electronically through MissouriBUYS Powered by MOVERS or, with five-calendar-day prior notification to Ashten Nichols (ashten.nichols@modot.mo.gov), by mail through USPS, UPS, or FedEx. Anti-Discrimination Against Israel Act Certification and Domestic Products Procurement Act compliance certifications are required.
