About this opportunity

The Missouri Department of Transportation (MoDOT) is soliciting bids on oil distributors through an Information for Bid (IFB) for statewide supply to MoDOT and the Missouri Highways and Transportation Commission (MHTC), with bids due October 12, 2026. The contract runs for three years from the execution date of award, with up to two one-year renewal option periods.

MoDOT seeks two equipment types. Single-axle 2,000-gallon asphalt distributors must feature a minimum 300-horsepower engine with 860 pound-feet torque, Allison automatic transmission with Fuller AT1202 auxiliary drop box, air ride suspension (14,000 lbs front GAWR / 23,000 lbs rear GAWR), and full air brakes with 18 CFM compressor. Tank construction requires Type 304 stainless steel with full insulation, dual high-pressure burners (approximately 428,660 BTU per hour each), electrical and fuel oil heating systems, and spray bar capable of extending up to 16 feet with powered raise/lower/shift/fold and application rates between 0.05 and 0.6 gallons per square yard. Tandem-axle 3,000-gallon distributors require a minimum 370-horsepower engine with 1,250 pound-feet torque, Allison automatic transmission with Fuller AT1202 auxiliary drop box, front axle GAWR of 16,000 pounds, rear tandem axle GAWR of 50,000 pounds, and comparable heating, spray-bar, and circulation systems. Both models must be current production truck-mounted units complying with Missouri road and bridge laws and Federal Regulations 173.242, B13, and 406.198A, with DOT Highway Yellow or white exterior paint.

Manufacturers must provide a one-year warranty covering hydraulic, electrical, heating, tank, and spray bar components at 100 percent coverage, and a seven-year/150,000-mile warranty on the engine and aftertreatment system (long block, sensors, turbo, exhaust, DOC, DPF, and SCR). Single-axle models carry an additional five-year cab and chassis warranty.

Bidders must submit electronically through MissouriBUYS Powered by MOVERS or by mail through USPS, UPS, or FedEx; hard copy submissions require notice to buyer Ashten Nichols (ashten.nichols@modot.mo.gov) at least five calendar days before the closing date. MoDOT will not accept bids via email.
