About this opportunity
The Illinois Department of Human Services is requesting bids for asphalt and concrete repair services at Chicago Read Mental Health Center's campus, located at 4200 North Oak Park Avenue, Chicago, Illinois, under IFB B-54172, with bids due October 5, 2026. This procurement is restricted to the Small Business Set-Aside Program; only vendors registered in Illinois's Small Business Set-Aside Program are eligible to bid.
The scope includes site assessment, pothole repair for approximately eight existing asphalt potholes, preparation and resurfacing of approximately 16,800 square feet of asphalt pavement, replacement of approximately 720 square feet of deteriorated concrete in the fire lane, drainage maintenance, pavement marking restoration, traffic control coordination, and final cleanup. Work is performed Monday through Friday, 8:00 AM to 4:30 PM, with no work on official state holidays without prior written approval from the CRMHC Chief Engineer. The prime contractor must perform at least 51 percent of total work with its own organization, verified through Illinois Department of Labor Certified Payroll Reports and facility visitor logs. Subcontractors with annual contract values exceeding $100,000 require prior written approval. Small businesses may subcontract no more than 49 percent of contract value to non-small-business entities.
The initial contract term commences upon execution and ends June 30, 2027, with a maximum total term not exceeding ten years including renewals or extensions. Contract pricing is estimated; the State will enter the maximum amount prior to execution. If the quoted amount exceeds $150,000, a Performance Bond equal to the bid amount is required, issued by a company licensed by the Department of Insurance with minimum financial strength rating A-. A performance bond may be waived in favor of proof of payment documentation if the contract qualifies as emergency repairs.
Prevailing wage requirements apply under the Illinois Prevailing Wage Act (820 ILCS 130/.01 et seq.). Vendors must employ at least 90% Illinois laborers during periods of excessive unemployment (any month following two consecutive months when Illinois unemployment exceeds 5%). General Commercial Liability insurance of $1 million per occurrence with $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law are mandatory. Questions are due by 5:00 PM on September 30, 2026. Bid prices must remain firm for 90 days from opening. All bids are submitted electronically through BidBuy and become public property under the Illinois Freedom of Information Act unless confidential treatment is formally requested with statutory justification.
