About this opportunity

The Illinois Department of Transportation (IDOT) District 3 is soliciting bids for FY27 landscape materials on an as-needed supply contract with a due date of July 24, 2026, open to all vendors registered in BidBuy. The contract runs July 1, 2026, through June 30, 2027.

Vendors must demonstrate at least three years of documented experience supplying landscape materials and maintain pickup sites within a two-hour drive time (approximately 90 miles) of Ottawa, Illinois. All materials must be available for pickup at vendor-operated sites equipped with loading equipment such as forklifts or bucket loaders.

The scope encompasses 21 bid items across five categories: soil products (topsoil, pulverized topsoil, and engineered soil); soil amendments (blended fertilizer, elemental sulfur, gypsum, lime, monoammonium phosphate, sulphate of potash, mycorrhizal inoculants, slow-release organic nitrogen fertilizer, and fertilizer tablets); decorative stone (river rock and granite boulders); mulch products (granular, shredded hardwood, engineered wood fiber, processed wood chips, rubber playground, and composted leaf); and erosion blankets, seeds, and plants. Products are priced per cubic yard, per ton, per pound, or per each, with minimum order quantities specified for each item. All materials must meet detailed technical requirements including composition percentages, particle size ranges, organic matter content, and specified certifications or approved manufactured-product alternatives; mulch samples must be submitted to the Roadside Management Specialist upon request at no additional cost.

Vendors must comply with Illinois Standard Specifications, ASTM standards (F-1292, F-2075), and IEPA requirements where applicable. General commercial liability insurance of $1 million per occurrence and $2 million annual aggregate is required, along with auto liability and workers' compensation coverage. A $15 minority contractor initiative fee applies to awards of $1,000 or more. Vendors must maintain records for three years following final payment, or five years if federal funds are used. All vendor certifications under Illinois state procurement law must be executed prior to contract performance and annually recertified by January 1st thereafter.
