About this opportunity
The Colorado Department of Early Childhood is soliciting proposals for the FY26 Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) in Arapahoe County, with proposals due August 14, 2026. The RFP seeks contractors to deliver one or more of three evidence-based home visiting models—Home Instruction for Parents of Preschool Youngsters (HIPPY), Parents as Teachers (PAT), or Nurse-Family Partnership (NFP)—during the performance period October 1, 2026, through September 30, 2027. Funding is federally sourced through the Health Resources and Services Administration and the Administration for Children and Families.
Contractors must recruit and maintain minimum caseloads of at-risk families, including low-income households, pregnant women under age 21, and families with child welfare involvement, substance abuse history, or developmental concerns. Service delivery requirements vary by model: HIPPY mandates 30 weekly visits per family with at least 6 annual group meetings; PAT requires 12–24 annual visits depending on stressor levels with at least 9 annual group connections; NFP requires regular nursing visits per model fidelity standards. All models include developmental screenings, resource referrals, and continuous quality improvement participation. Contractors must maintain qualified staff at specified full-time equivalent levels, ensure all personnel complete mandatory reporter training and background checks, and achieve model fidelity as verified through annual site visits by the state intermediary (Parent Possible for HIPPY and PAT; Invest in Kids for NFP).
Data collection and reporting obligations include quarterly and biannual submissions to the Visit Tracker database and federal forms (HRSA Forms 1, 2, and 4) aligned with federal deadlines. Monthly invoices are submitted via the OnBase platform within 15 days of month-end; final invoices are due within 45 days of the contract end date. All financial records must be retained for three years post-performance in compliance with 2 CFR 200.334. Contractors must maintain HIPAA-compliant policies, submit a Client Support Materials expenditure plan by October 31, 2026, and participate in mandatory annual CDEC orientations. Indirect costs may not exceed 15 percent unless a Negotiated Federal or State Indirect Cost rate is provided. Federal provisions apply to awards of $30,000 or more, including SAM.gov registration, Unique Entity ID maintenance, and audit requirements if subrecipient spending exceeds $1,000,000 in federal awards. The CDEC program manager is Brittany Martens (brittany.martens@state.co.us).
