About this opportunity
The District of Columbia Department of General Services is requesting quotes for fundamental and enhanced commissioning services for the Rumsey Aquatic Center project, with quotes due October 2, 2026 at 2:00 p.m. through the OPENGOV platform under RFQ DCAM-26-CS-SP-0049.
The scope includes fundamental commissioning tasks — review of Owner's Project Requirements and Basis of Design, commissioning plan development and implementation, construction checklists and system test procedures, verification of test execution, issues and benefits logs, and final commissioning process report — plus enhanced commissioning services covering contractor submittal review, systems manual and training verification, seasonal testing verification, and development of an ongoing commissioning plan. The commissioning agent must perform these services for mechanical, electrical, and plumbing (MEP) systems and building envelope in accordance with USGBC standards for LEED Silver certification. The facility redevelopment at 635 North Carolina Avenue SE, Washington, DC includes demolition and construction of a new center with two pools, expanded locker rooms, a senior center, community room, and plaza space with sustainability features. Construction commences in early 2027 with substantial completion targeted for spring 2028; the commissioning agent must begin work immediately during the Design Development Phase. The scope explicitly excludes post-occupancy phase services, which will be procured separately under operating funds.
Pricing is structured as a lump sum with required detailed breakdown of labor costs by position (Principal, Project Manager/Lead Engineer, Inspector/Technician) and corresponding hourly rates and estimated hours. The contract period of performance extends from Notice to Proceed through January 15, 2028.
The procurement is subject to Service Contract Act prevailing wage determinations and the District's Living Wage Act, which requires $18.40 per hour minimum (effective July 1, 2026) for all affiliated employees and subcontractors receiving $15,000 or more. Contractors must submit non-price proposals including a description of requirements understanding, resumes of key personnel, Clean Hands Tax Certification, and Campaign Reform Act Self-Certification. Award will be made to the responsive and responsible contractor offering the lowest price and most advantageous quote.
