Rumsey Aquatic Center modernization project. The project involves the complete redevelopment of the aquatic center located at 635 North Carolina Avenue SE, Washington, DC, which includes demolition of the existing facility and construction of a new center featuring two pools, expanded locker rooms, a senior center, community room, and revitalized plaza space with environmental sustainability features including bio-retention systems and increased tree coverage. The Commissioning Agent must perform fundamental commissioning tasks including review of Owner's Project Requirements and Basis of Design, development and implementation of a commissioning plan, confirmation of commissioning requirements in construction documents, creation of construction checklists and system test procedures, verification of system test execution, maintenance of issues and benefits logs, and preparation of a final commissioning process report. Enhanced commissioning services additionally require review of contractor submittals, verification of systems manual and training requirements, verification of systems manual delivery and operator training effectiveness, verification of seasonal testing, and development of an ongoing commissioning plan. Construction is scheduled to commence in early 2027 with substantial completion targeted for spring 2028, with the commissioning agent requested to begin work immediately as the project is currently in the Design Development Phase.

GOVERNMENT OF THE DISTRICT OF COLUMBIA
DEPARTMENT OF GENERAL SERVICES

1. 3rd PARTY CONSULTANTS REQUEST - COMMISSIONING
DPR has requested DGS to build a new Whilliam H. Rumsey Aquatic Center (Rumsey Aquatic
Center). The new construction of the Rumsey Aquatic Center, located at 635 North Carolina Avenue SE, Washington, DC 20003, consists of a full range of architectural and engineering services for the construction of the aquatic center and the surrounding area, consisting of community-based program spaces. The proposed redevelopment of the Rumsey Aquatic Center starts with the demolition of the current facility to accommodate the new aquatic center, which will include two pools, expanded and improved locker rooms, and additional community amenities, such as a senior center and community room, to better serve the area’s diverse needs. The surrounding plaza will also be revitalized to accommodate Eastern Market vendors, creating a welcoming space for users and enhancing the neighborhood’s green spaces. The reimagined area will feature bio-retention systems for stormwater management, increased tree coverage, and additional greenery to promote environmental sustainability and community engagement. Construction of the new aquatic center is scheduled to start in early 2027 with a target substantial completion date of spring 2028.
Design is currently in the Design Development Phase; therefore, we would like the Commissioning Agent to start work as soon as possible.
