The procurement aims to secure comprehensive fumigation services for school district facilities, primarily utilizing tarpaulin method fumigation with Vikane (sulfuryl fluoride) gas to eliminate Drywood Termites and their egg stages. Bidders must provide fumigation services across different cubic footage categories, ranging from less than 20,000 to over 300,001 cubic feet, with pricing for standard tent fumigation, buildings over crawl spaces, and tape seal fumigation. Required qualifications include a current Florida fumigation license, Dow AgroSciences Stewardship Training certification, and comprehensive safety and environmental compliance protocols. Vendors must provide per cubic foot pricing, submit proof of calibrated testing equipment, and follow strict aeration and validation procedures. Bidders must also attend a mandatory stewardship training and demonstrate expertise in handling complex fumigation scenarios during school holidays, weekends, and summer periods when facilities are unoccupied.

The solicitation does not specify explicit set-aside designations for disadvantaged enterprises, but it does include comprehensive insurance requirements and E-Verify compliance provisions. Bidders must provide extensive insurance coverage, including Workers' Compensation, Commercial General Liability, Business Automobile Liability, and Pollution Liability with specific minimum coverage amounts. The contract term is initially set for July 23, 2025, through July 31, 2026, with potential renewal options for three additional one-year periods. While specific budget ranges are not explicitly detailed, the multi-tiered pricing structure suggests flexibility for varying facility sizes and fumigation needs. The School Board reserves the right to reject any bid, potentially utilize alternative contracts, and apply various award methods including "By Item," "All or None," or "Primary and Secondary Suppliers."
