About this opportunity

The New York State Office for People With Developmental Disabilities (OPWDD) Capital District Developmental Disability Services Office is requesting quotes for replacement of front stairs and sidewalk at 28 24th Street, Troy, New York, under RFQ with quotes due August 7, 2026 at 2:30 p.m. and mandatory site visit attendance required prior to bid submission. This is a New York State Public Works Project under Article 8 of the Labor Law, requiring all contractors and subcontractors to register with the New York State Department of Labor and pay prevailing wages — a compliance gate that filters bidders and carries penalties up to 25% payment withholding, five-year debarment, or criminal penalties for willful violations.

The scope encompasses demolition of existing metal handrails and concrete; repair and patching of existing concrete stairs and landings; installation of new pressure-treated wood-framed porch with Trex decking extending approximately 12 inches beyond the existing edge; construction of new wood-framed stairs over existing concrete structures; installation of new concrete sidewalk and stairs at the upper walkway approach; and provision of new black metal code-compliant handrails and guardrails along the entire egress path. All work must comply with the 2025 Building Code of New York State and current local building codes and be completed within 60 days of award. Prevailing wage rates for Rensselaer County construction trades range from approximately $34.67 to $72.39 per hour plus supplemental benefits, effective July 1, 2026 through June 30, 2027. Contractors must maintain detailed payroll records for six years and submit certified payrolls to NYSDOL every 30 days and at invoicing.

The mandatory site visit is scheduled July 24, 2026 at 10:00 a.m. Questions are due July 28, 2026 at 2:30 p.m. Bids must include itemized materials and labor cost breakdown and remain valid for 60 days following the deadline. Award will be made to the most responsible and responsive vendor providing best value. Upon award, the contractor must submit certificates of liability, automotive, worker's compensation, and disability insurance and a completed Lobbying Law Form.
