About this file
This is Addendum 1 to a Request for Quotes (RFQ) issued by the New York State Office for People With Developmental Disabilities (OPWDD) Capital District Developmental Disability Services Office for front stairs and sidewalk replacement at 28 24th Street, Troy, New York. The project scope includes demolition of existing metal handrails and concrete, repair and patching of existing concrete stairs and landings, installation of a new pressure-treated wood-framed porch with Trex decking extending approximately 12 inches beyond the existing edge, construction of new wood-framed stairs over existing concrete structures, installation of new concrete sidewalk and stairs at the upper walkway approach, and provision of new black metal code-compliant handrails and guardrails along the entire egress path. The mandatory site visit was held July 24, 2026 at 10:00 a.m., with questions due July 28, 2026 at 2:30 p.m., and quotes due August 7, 2026 at 2:30 p.m. All work must comply with the 2025 Building Code of New York State and current local building codes and be completed within 60 days of award.
This addendum clarifies that if a dumpster is needed during the project, it should be placed in front of the garage door on the left side, and vendors must include dumpster placement costs in their estimates. As a New York State Public Works Project under Article 8 of the Labor Law, all contractors and subcontractors must register with the New York State Department of Labor and pay prevailing wages ranging from approximately $34.67 to $72.39 per hour plus supplemental benefits for Rensselaer County construction trades, effective July 1, 2026 through June 30, 2027. Contractors must maintain detailed payroll records for six years and submit certified payrolls to NYSDOL every 30 days and at invoicing. All quotes must be submitted on the Official Bid Form with itemized materials and labor cost breakdowns and remain valid for 60 days following the deadline. Upon award, the contractor must submit certificates of liability, automotive, worker's compensation, and disability insurance and a completed Lobbying Law Form.
