About this file
This notification document addresses NYS Labor Law 220-i registration requirements for the New York State Department of Labor (NYSDOL) and the Office for People With Developmental Disabilities (OPWDD) related to Article 8 public works projects. Effective December 30, 2024, all contractors and subcontractors must register with NYSDOL before submitting bids on Article 8 public works projects. For the specific project referenced—Front Stairs & Sidewalk Replacement managed by OPWDD's Capital District Developmental Disabilities Services Office—quotes are due by 2:30 p.m. on August 7, 2026. Mandatory site visits are required prior to quote submission, and all quotes must be submitted on the official bid form to Brooklyn.CMM.Bids@opwdd.ny.gov with a detailed materials and labor cost breakdown.
Contractors and subcontractors must provide their valid NYSDOL registration number in the designated space on the bid form at time of submission; failure to provide a verifiable registration number will result in bid disqualification. All vendors and subcontractors must be registered with NYS DOL and submit a copy of their certificate with their quote. As a New York State Public Works Project, prevailing wages are mandatory. The NYSDOL estimates approximately 34 weeks for processing registration applications and issuing Certificates of Registration, necessitating prompt action by interested bidders. Additional guidance is available through the NYSDOL Contractor and Subcontractor Landing page, Frequently Asked Questions, or by contacting the Bureau of Public Work and Prevailing Wage at 518-457-5589 or labor.sm.pwask@labor.ny.gov.
