About this opportunity
The Colorado Department of Corrections (CDOC) is soliciting competitive bids through a Documented Quote (DQ #2026000459) for fresh produce to supply correctional facility kitchens across seven locations: Buena Vista Correctional Complex, Arkansas Valley Correctional Facility, Central Warehouse, Sterling Correctional Facility, Denver Women's Correctional Facility, Denver Reception & Diagnostic Center, and Limon Correctional Facility. The procurement seeks delivery of thirty produce items including fresh fruits (apples, bananas, oranges) and vegetables (potatoes, carrots, onions, and various leafy greens and peppers) with specific size, weight, and count specifications. Deliveries are scheduled for three consecutive days in May 2026: Monday, May 11th; Tuesday, May 12th; and Wednesday, May 13th, with arrival times between 9:00 a.m. and 2:00 p.m. at respective facilities. All products must comply with current United States Department of Agriculture standards, be properly labeled and date-coded, and pricing must be all-inclusive and FOB Destination with no additional shipping charges permitted. Evaluation will be based primarily on price with secondary consideration given to sample quality and lead time for delivery. Written inquiries must be submitted by May 4, 2026 at 4:00 p.m. MST, with quote submissions due via bidnetdirect.com/cdoc no later than May 6, 2026 at 12:30 p.m. MST, followed by a virtual public quote opening and anticipated Notice of Intent to Award on May 6, 2026.
No specific set-asides exist for small or disadvantaged businesses; however, Service-Disabled Veteran-Owned Small Business (SDVOSB) bidders may qualify for consideration if they submit certification documentation from the U.S. Department of Veterans Affairs. All bidders must be registered with the Colorado Secretary of State and certify compliance with applicable state taxes and absence of outstanding debt to Colorado. Vendors must complete all required exhibits including vendor information forms, pricing proposals, W-9 tax documentation, non-conflict of interest certifications, and contract performance disclosures, and must maintain workers' compensation insurance, commercial general liability insurance with minimum limits of $1,000,000 per occurrence, and automobile liability insurance with combined single limits of $1,000,000. Upon award notification, contractors must obtain facility access approval and complete enhanced criminal background investigations within 30 days, with all personnel prohibited from bringing cell phones, cameras, weapons, or contraband onto CDOC property. The procurement documents do not identify an incumbent contractor or specify budget ranges; rather, award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with the contract term covering ordered quantities delivered during the specified week following award.
